The automobile consumption has a large volume, sufficient potential, and strong industrial driving effect. Promoting automobile consumption has a positive effect on stabilizing China's consumption market and promoting high-quality development of the industrial chain.
The "Several Measures" also propose to support the renewal and consumption of old cars, encourage various regions to accelerate the elimination and scrapping of passenger cars and non-standard commercial vehicles with National III and below emission standards; Encourage various regions to comprehensively use economic, technological and other means to promote the exit of old vehicles. Regions with conditions can carry out car trade ins to accelerate the elimination and renewal of old vehicles.
At the same time, accelerate the cultivation of the second-hand car market, implement policy measures such as lifting restrictions on the relocation of second-hand cars and facilitating the registration of second-hand car transactions; Encourage the opening of non confidential and non private information in the automotive industry to the public, improve the transparency of transaction information in the second-hand car market, and improve the credit system; Reasonably increase the frequency of sampling for second-hand car platform enterprises, and disclose the sampling results to the public in accordance with the law; Strengthen policy guidance and services for export tax refunds, and support and encourage the export of second-hand cars that meet relevant quality requirements.
