Nanning City, Guangxi plans to optimize and adjust the charging standards for road parking spaces and motor vehicle parking services through measures such as shortening charging time, extending free time, lowering charging standards, and setting maximum price limits. On June 21st, Nanning City held a hearing on the charging standards for road parking services for motor vehicles. 53 participants from various sectors of society expressed their opinions on the hearing plan for the charging standards for road parking services for motor vehicles. The Nanning Development and Reform Commission introduced the proposed fee policy to the participants of the hearing, and the specific content is as follows:
Optimize and simplify regional classification, and plan to continue implementing differentiated parking fee standards for road parking spaces in the city according to Class I, II, and III areas. It is proposed to cancel the current fee standards for the classification of primary and secondary roads, as well as the fee categories for intelligent and manual billing; We plan to cancel the category of toll fees for parking spaces during special road periods.
Shorten the charging time, the charging time is planned to be adjusted from 7:30-21:00 to 7:30-20:00, and the starting time for charging on Saturdays and Sundays will be delayed by 2 hours. The charging time is planned to be adjusted to 9:30-20:00. Free parking will continue to be implemented during national and autonomous region statutory holidays, as well as compensatory and consecutive days off.
Extend the free parking time, and the free parking time in Class I, II, and III areas is planned to be adjusted from the first 15 minutes to the first half hour for free parking.
Set a maximum price limit and plan to set a daily maximum price limit: for continuous parking, the daily maximum prices for Class I, II, and III areas are 50 yuan, 30 yuan, and 20 yuan, respectively. For continuous parking across days, a parking service fee will be charged every natural day.
Reduce the charging standards, cancel the tiered charging for Class II areas, and retain the tiered charging for Class I areas. The cut-off point for tiered timing is planned to be adjusted from the first 2 hours to the first 3 hours. The specific charging standards are proposed as follows: 1.0 yuan/15 minutes for the first 3 hours in Class I areas and 1.5 yuan/15 minutes after 3 hours; 0.75 yuan/15 minutes for Class II areas; Three types of areas cost 0.5 yuan/15 minutes.
After listening to the pricing plan and other statements, the participants of the hearing inquired about the necessity, feasibility, and rationality of optimizing and adjusting the charging standards for road parking spaces for motor vehicle parking services. They expressed their opinions on regional categories, charging time, free parking time, charging standards, charging rules, maximum prices, and other issues. At the same time, they put forward constructive suggestions on reasonable planning of road motor vehicle parking spaces, strengthening the supervision of road motor vehicle parking space charging, and improving the level of parking fee services.
The Development and Reform Commission of Nanning City stated that after the hearing, the opinions and suggestions of the hearing participants will be carefully sorted, summarized, studied and absorbed, and the charging standards for motor vehicle parking services in road parking spaces in Nanning City will be formulated according to the procedures, and will be made public as soon as possible. At the same time, opinions and suggestions related to industry department management and services will be promptly forwarded to relevant departments to continuously improve and perfect road parking management work.
