Promoting consumption is currently the key to restoring and expanding demand. Recently, with the approval of the State Council, the Measures for Restoring and Expanding Consumption have been forwarded by the General Office of the State Council to various localities and departments, and publicly released to the society. The Measures focus on six aspects: stabilizing bulk consumption, expanding service consumption, promoting rural consumption, expanding new types of consumption, improving consumption facilities, and optimizing the consumption environment. Twenty specific policy measures are proposed, aiming to balance the long and short, and be practical and effective. On the afternoon of July 31st, the State Council Information Office held a routine policy briefing, where relevant officials from multiple departments explained in detail the measures to restore and expand consumption.

National Development and Reform Commission: Promoting consumption policies is not about "emptying wallets" and increasing household income through multiple channels

Li Chunlin, Deputy Director of the National Development and Reform Commission, stated that consumer spending is a key link in meeting residents' aspirations for a better life. The policy of promoting consumption is not about "emptying the wallet" or "overdrawing demand". On the contrary, the starting point of promoting consumption is to help residents save expenses, buy high-quality and affordable goods, buy new products and services with more technological content and more in line with their needs, and avoid illegal "tricks", counterfeit and inferior products. The government's policies are more effective and beneficial to the people, and the consumption and welfare of the people can be simultaneously improved.

The measures issued this time aim to further meet the consumption needs of residents and unleash consumption potential by optimizing policy and institutional design. Clearly propose to optimize car purchase restrictions based on local conditions, facilitate the circulation of the second-hand car market, and strengthen financial support for car consumption; Support the demand for rigid and improved housing, and enhance the consumption of home decoration, home furnishings, and electronic products; Guide various regions to optimize catering establishments and extend operating hours according to local conditions, support the sustained recovery of catering consumption, and drive employment.

Li Chunlin also mentioned that employment is the foundation of people's livelihood, and income is the source of people's livelihood. Both employment and income are important factors affecting consumption. Continuously expanding employment and promoting income growth for residents are effective means to enhance their consumption capacity, enhance their willingness to consume, and unleash their consumption potential. The Politburo meeting of the Central Committee of the Communist Party of China held on July 24th clearly proposed to increase efforts to ensure people's livelihoods, elevate stable employment to a strategic level, and expand the middle-income group. It also proposed to expand consumption by increasing household income and driving effective supply through terminal demand. The National Development and Reform Commission will deeply implement the decisions and deployments of the Party Central Committee, focus on key areas, implement precise policies, stimulate vitality, implement employment priority policies, strengthen employment assistance for disadvantaged groups, adhere to the principle of more work, encourage hard work to become rich, and promote more low-income groups to enter the middle and lower income ranks. It will improve the policy system of distribution according to factors, increase the factor income of middle and low-income people through multiple channels, increase the property income of urban and rural residents through multiple channels, and promote the basic synchronization between income growth and economic growth. Ministry of Culture and Tourism: Research and formulate several measures to further stimulate the potential of tourism consumption and promote high-quality development of the tourism industry

Miao Muyang, Director of the Industrial Development Department of the Ministry of Culture and Tourism, stated at the meeting that since the summer vacation, the tourism market has continued to have a strong recovery momentum. The rapid recovery of culture and tourism has played a huge comprehensive role in driving up consumption, promoting economic recovery, and boosting development confidence.

Next, the Ministry of Culture and Tourism will mainly focus on two aspects: on the one hand, efforts will be made to improve the policy environment. Implement the recently released document on restoring and expanding consumption, study and formulate several measures to further stimulate the potential of tourism consumption and promote high-quality development of the tourism industry, formulate an action plan for improving domestic tourism quality, further enrich the supply of high-quality products, improve tourism service functions, regulate the order of the tourism market, and strengthen tourism safety guarantees. Let the people truly feel that traveling is more reassuring, shopping is more reassuring, entertainment is more enjoyable, watching shows is more nourishing, and service is more warm.

On the other hand, we should focus on the construction of platform carriers. We will launch the construction of a new batch of national cultural and tourism consumption demonstration cities, national level tourist resorts, 5A level scenic spots, nighttime cultural and tourism consumption clusters, and tourism and leisure blocks, making them important platforms and carriers for consumption promotion and industrial development. Continuously carry out nationwide cultural and tourism consumption promotion activities, enrich consumer welfare measures, and enable the public to benefit and enterprises to truly benefit. Building a cultural and tourism consumption ecosystem that is jointly built, governed, and shared by the government, businesses, residents, and consumers, achieving proximity and distance sharing, and turning more "first time customers" into "repeat customers".

Development and Reform Commission: We will study and optimize more popular and inclusive support policies for the automotive consumer segmentation market

Li Chunlin pointed out that in the first half of this year, China's automobile production and sales were 13.248 million and 13.239 million, respectively, an increase of 9.3% and 9.8% year-on-year. Despite the year-on-year decline in automobile production and sales in the first quarter, there was a significant recovery in automobile production and sales in the second quarter. Among them, the production and sales of new energy vehicles have become the biggest highlight, with new energy vehicle production and sales, market share, and ownership reaching historic highs.

Recently, the Central Political Bureau meeting proposed to consolidate and expand the development advantages of new energy vehicles. The executive meeting of the State Council also made important arrangements for the development of the new energy vehicle industry. A series of policy measures related to the consumption and development of new energy vehicles have been introduced, such as the Implementation Opinions on Accelerating the Construction of Charging Infrastructure to Better Support the Rural Revitalization of New Energy Vehicles, and the Guiding Opinions on Further Building a High Quality Charging Infrastructure System. At the same time, the policy of reducing and exempting the purchase tax on new energy vehicles has been continued and optimized, creating a favorable policy and market environment for the consumption of new energy vehicles.

In response to the segmented automotive consumption market, the National Development and Reform Commission will study and optimize more popular and inclusive support policies to better meet the multi-level and diversified consumption needs of the people, and promote the high-quality development of related industries. "Whether it is the consumption of automobiles or other consumer goods, the first step is to carry out supply side structural reform, adapt to changes in demand, and create new demand. Without supply side reform, the products produced are not marketable and the people will not pay," said Li Chunlin.

State Administration for Market Regulation: will work with relevant departments to issue opinions on improving the consumption environment and launch the creation of a national demonstration city for trustworthy consumption

Kuang Xu, Director of the Enforcement and Inspection Bureau of the State Administration for Market Regulation, stated that improving the consumption environment is an important support for restoring and expanding consumption. The State Administration for Market Regulation will deeply implement the decisions and deployments of the Party Central Committee and the State Council, focus on creating a trustworthy consumption environment, and promote the improvement and expansion of consumption quality. Next, the State Administration for Market Regulation will work with relevant departments to issue opinions on improving the consumption environment, launch the creation of a national demonstration city for trustworthy consumption, and leverage the overall role of urban creation to further improve and upgrade the consumption environment in various regions.
