A gas explosion occurred at a Fuyang barbecue restaurant in Minzu South Street, Xingqing District, Yinchuan City, Ningxia Hui Autonomous Region, which has caused 31 deaths. According to the report released by Yinchuan, the explosion was caused by a leak from a liquefied gas tank. The underlying cause of the accident is still under investigation. For a while, the safety issues of liquefied petroleum gas tanks sparked discussions among people.

According to the National Gas Accident Analysis Report released by the China Gas Association, a total of 802 domestic gas accidents reported by the media were collected throughout 2022, resulting in 66 deaths. The proportion of liquefied petroleum gas accidents in all gas accidents is 56.1%, and the proportion of deaths and injuries is 61.3%.
According to the type of accident, due to the high density of personnel, catering users are high-risk areas for gas accidents. Among the 802 accidents mentioned above, there were 123 industrial and commercial user accidents, resulting in 28 deaths and 153 injuries. Among them, there were 104 catering user accidents, resulting in 28 deaths and 143 injuries. It can be seen that all death cases in industrial and commercial user accidents come from catering users.
From the perspective of user accident rate, liquefied petroleum gas is much higher than natural gas, more than 34 times the latter. Among the 802 accidents mentioned above, there were 270 natural gas accidents, with a user accident rate of 0.023 per 100000 households; There have been 450 incidents of liquefied petroleum gas accidents, with a user accident rate of 0.794 per 100000 households.
After analyzing the samples of accidents involving liquefied petroleum gas users, it can be seen that hose problems are the largest cause of accidents, accounting for 36.7%, including aging, damage, detachment, animal bites, and other issues. The second cause of accidents is fires caused by dry burning.
Last year, there were 10 major gas accidents throughout the year, resulting in 34 deaths; Among them, there were 6 accidents caused by catering users, resulting in 21 deaths. Among the known causes, 1 case was caused by illegal operation of pouring large and small bottles, 1 case was caused by aging, corrosion, and leakage of gas stoves without flameout protection devices, and 1 case was caused by the detachment of hoses; These catering users did not install gas alarm and linkage cut-off devices, which is an important cause of the explosion accident.
How to solve it
But roadside stir fry and food from mobile vendors are also a daily part of human life, and in some places where natural gas pipelines have not yet been renovated, liquefied petroleum gas tanks are still difficult to replace.
As mentioned earlier, the catering industry has characteristics such as crowd gathering and complex environment, making it a high-risk area for liquefied petroleum gas accidents. Some businesses even use "black gas" mixed with dimethyl ether in order to get cheaper, further increasing safety risks.
In the "National Urban Gas Safety Inspection and Rectification Work Plan" issued by the Ministry of Emergency Management, it is emphasized to comprehensively investigate and rectify gas safety risks and major hidden dangers in public places such as catering. Key investigation and rectification measures will be taken to address the risks and hidden dangers of gas pipelines being illegally occupied, crossing enclosed spaces, gas cylinder rooms being illegally placed in basements and semi basements, unauthorized placement of gas cylinders in indoor dining areas, use of unqualified gas cylinders, stoves, connecting hoses and pressure reducing valves, unauthorized connection of "three-way connections", failure to install gas leakage alarms or incorrect installation positions, mismatched applicable gas types or expired functions.
In addition, many regions have adopted measures such as real name sales of liquefied petroleum gas and one bottle, one code to strengthen supervision, including the city of Yinchuan where the accident occurred. The Yinchuan Municipal Party Committee and Government have listed the construction of an electronic supervision service platform for liquefied petroleum gas cylinders in Yinchuan City as one of the private projects in 2019. Through the use of information technology, the platform aims to achieve traceable supervision of liquefied petroleum gas cylinders from filling, inspection, sales, and use. The implementation will be led by the Yinchuan Market Supervision Administration. As of November 19, 2019, 104500 liquefied petroleum gas steel cylinders in the city have been installed with QR code labels and information has been entered.
Promoting natural gas transformation in the catering industry is a means to reduce accidents. First Financial has learned that some catering businesses are not very enthusiastic about natural gas renovation. Firstly, the initial installation cost of tens of thousands of yuan is worrying, and secondly, the restaurant storefront often changes. Although natural gas is more cost-effective than liquefied petroleum gas, whether the initial investment can be recouped is a question.
How to resolve the contradiction between safety and interests?
Shenzhen Gas Group Co., Ltd. provided some valuable explorations in the paper "Practice and Exploration of Natural Gas Transformation in Food Street Pipelines". The local government adopts a model of "government subsidies, advance funding for construction, gas supply concessions, and leasing for use", and uses market mechanisms to organize and implement gas transformation for catering businesses. The cost of government investment in the construction of public gas pipeline facilities and the one-time installation of indoor gas leakage alarm devices; Shenzhen gas invests in the construction of supporting municipal gas pipelines, merchant flow meters, and indoor facilities after the meter, and charges a certain rental service fee; Owners/merchants invest in the installation of strong exhaust devices due to poor ventilation in the gas field. Shenzhen Gas has waived all interface fees for this project and only charges an additional leasing fee of 0.5 yuan per cubic meter for the group's investment, with a 12 month fee for profit sharing.
Taking the renovation of Xiangmihu Food Street in Shenzhen as an example, Shenzhen Gas convinced Xiangmihu Property Management Company to cover the cost of some pipeline facilities, reduce investment risks, and use the merchant's overall package investment calculation and overall recovery method to recover the investment. The user agrees to invest in the strong exhaust and alarm system of their own pipeline, and will return the user's investment to the user in an equal amount by giving away gas fees.
