On July 10th, Nantong, the fourth economic city in Jiangsu, welcomed its acting mayor. On that day, Zhang Tong, Director and Party Secretary of the Department of Human Resources and Social Security of Jiangsu Province, was appointed as the Deputy Mayor and Acting Mayor of Nantong Municipal Government. Just two days ago, Gu Kun, a member of the Standing Committee of the Huai'an Municipal Party Committee and Executive Vice Mayor, was also appointed as the Acting Mayor of the Huai'an Municipal Government. At present, the party and government officials in all 13 districts and cities in Jiangsu have been fully adjusted.
6 City Chief Officials Adjustment
Since the beginning of this year, the party and government officials in multiple districts and cities in Jiangsu have undergone intensive adjustments. The mayors of five cities, including Nantong, Yangzhou, Yancheng, Huai'an, and Suqian, have all taken over as party secretaries on the spot. In January of this year, all the former secretaries of the five cities mentioned above were promoted to vice provincial level: Zhang Baojuan, former secretary of the Yangzhou Municipal Party Committee, was appointed as the deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, Wang Hui, former secretary of the Nantong Municipal Party Committee, and Xu Ying, former secretary of the Yancheng Municipal Party Committee, were appointed as the deputy governors of Jiangsu Province, Wang Hao, former secretary of the Suqian Municipal Party Committee, was appointed as the vice chairman of the Jiangsu Provincial Political Consultative Conference, and Chen Zhi, former secretary of the Huai'an Municipal Party Committee, was appointed as the permanent mayor of Nanjing. In June, Wang Hui was appointed as a member of the Party Group and Deputy Minister of the Ministry of Housing and Urban Rural Development.
In addition, six prefecture level cities in Jiangsu have also welcomed new mayors. Among them, there are mostly cross city adjustments, such as Chen Zhichang, the mayor of Nanjing, who was the Secretary of the Huai'an Municipal Party Committee before the adjustment; Zhang Mingkang, the acting mayor of Yancheng City, was a former member of the Standing Committee of the Suqian Municipal Committee and Executive Vice Mayor; Pan Guoqiang, the acting mayor of Yangzhou City, was previously a member of the Standing Committee and Secretary General of Suzhou Municipal Committee; Liu Hao, the acting mayor of Suqian City, was a former member of the Standing Committee of the Taizhou Municipal Committee and Executive Vice Mayor.
Zhang Tong was transferred from the head of the Jiangsu Provincial Government to the acting mayor of Nantong City. In his early years, he worked in Suqian City for a long time, serving as the Deputy Secretary of the Suqian Municipal Committee of the Communist Youth League, a member of the Standing Committee and Minister of the Organization Department of Sihong County, the Secretary of the Suqian Municipal Committee of the Communist Youth League, the Deputy Secretary of the Siyang County Committee, and the Executive Deputy County Magistrate. Since 2008, Zhang Tong has held various positions including Vice Chairman of Jiangsu Provincial Women's Federation, Standing Committee Member and Minister of Propaganda Department of Xuzhou City Committee, Standing Committee Member and Minister of Organization Department of Huai'an City Committee, Deputy Secretary of Huai'an City Committee, Chairman and Party Secretary of Jiangsu Provincial Women's Federation. In March 2022, she was appointed as Director and Party Secretary of Jiangsu Provincial Department of Human Resources and Social Security. This new job in Nantong also means that Zhang Tong has work experience in four districts and cities in Jiangsu.
More than half of the post-70s generation
At present, there are 15 party and government officials born in the 1970s among the 13 districts and cities in Jiangsu, accounting for more than half of the total. Among them, the party and government officials in Suzhou, Wuxi, Taizhou, and Yangzhou are all born in the 1970s, and 11 out of 13 mayors in the province are born in the 1970s.
People's Daily noticed that with Zhang Tong taking office, the number of female cadres among party and government officials in districts and cities in Jiangsu has increased to four. In addition, there is Han Liming, member of the Standing Committee of the Provincial Party Committee and Secretary of the Nanjing Municipal Party Committee, who took over the position of Mayor of Nanjing in April 2021; Sheng Lei, the Mayor of Changzhou City, was born in 1972. She has served as a member of the Standing Committee of the Suzhou Municipal Committee and Minister of Propaganda, as well as the Secretary and Chairman of the Party Committee of Jiangsu Provincial Cultural Investment Group; Wan Wenhua, the Mayor of Taizhou City, was born in 1974 and has served as the Secretary of the Jiangsu Provincial Committee of the Communist Youth League and the Deputy Secretary of the Lianyungang Municipal Committee.
Gu Kun, the acting mayor of Huai'an City, is currently the youngest government official among the 13 districts and cities in Jiangsu Province. Born in 1976 in Haimen, Jiangsu, he studied Chinese at Nanjing Normal University for his undergraduate degree. After graduation, he entered the Taiwan Work Office of the Jiangsu Provincial Party Committee. In 2017, he was transferred to the position of Vice Mayor of Huai'an City. In April 2020, he became a member of the Standing Committee and Executive Vice Mayor of Huai'an City, and this is his new appointment.
Huai'an is one of the highlands of Taiwanese capital in Jiangsu. After being adjusted from the Taiwan Affairs Office of the Jiangsu Provincial Committee to work in Huai'an, attracting and serving Taiwanese capital to help Huai'an further build a "highland of Taiwanese capital" in the Yangtze River Delta was one of Gu Kun's previous key tasks. According to data, as of May this year, Huai'an has accumulated over 1400 Taiwanese enterprises, with a total investment of over 22 billion US dollars. It has been approved as the only demonstration zone for industrial transfer and agglomeration services for Taiwanese enterprises in the country, and is currently promoting the creation of the "best destination for Taiwanese investment in the Yangtze River Delta".
