The issue of Li Jianguo, former head of the Rural Collective "Three Funds" Entrustment Agency Service Center of Baizhai Town Government in Xinmi City, misappropriating funds from the "Three Funds" account. From January 13, 2020 to April 26, 2020, Li Jianguo took advantage of his position in managing the "Three Funds" account of the Baizhai Town Government by affixing the seal of Zhai and himself, issuing wire transfer vouchers, and transferring checks to transfer funds from the "Three Funds" account to several of his friends' bank accounts. The above personnel then transferred the misappropriated funds to Li Jianguo's own bank account, and subsequently misappropriated 13 funds from the "Three Funds" account, totaling 49.56366 million yuan, for gambling purposes. In September 2022, Li Jianguo was expelled from the Party and from public office. He was later sentenced to ten years and six months in prison and fined 3000 yuan.

Feng Wansong, former Party branch secretary and village committee director of Fengsi Village, Guodian Town, Xinzheng City, failed to include collective income in the "three funds" account and violated regulations by issuing subsidies indiscriminately. In 2013, the Fengsi Village Villagers Committee signed a land contract with a certain agricultural technology Co., Ltd. in Henan, leasing 1976.5 acres of farmland in Fengsi Village to the company for high-tech agricultural production, operation, and sales. After the agreement was signed, the company paid a total of 9.769372 million yuan in rent for 4 years, of which 7.625472 million yuan was not included in the "Three Funds" management account of Guodian Town as required. It was directly used to redeem public rent, pay village office expenses, and pay transfer fees to people who did not receive land. The company also illegally distributed subsidies to village cadres totaling 77800 yuan, of which Feng Wansong himself received 9300 yuan. Feng Wansong also has other disciplinary and illegal issues. In September 2022, Feng Wansong was expelled from the party.

Liu Baojia, former team leader of Group 9 in Nancao Village, Nancao Street Office in Guancheng District, illegally occupied agricultural land. During the period from 2018 to 2021, Zhang, the former leader of Group 7 in Nancao Village, undertook the transportation of soil for the foundation pit of the Limazhuang resettlement area in Nancao Street. He contacted Liu Baojia to handle the relevant soil at a price of 100 yuan per vehicle. Liu Baojia instructed others to repeatedly dump abandoned soil on 9 groups of farmland near the airport highway toll station, causing serious damage to the planting conditions of 10.885 acres of farmland. He is suspected of illegally occupying agricultural land and has been investigated by the public security organs in accordance with the law. Liu Baojia also has other disciplinary issues. In September 2022, Liu Baojia was expelled from the party.

Cui Weining, former head of the Baiping Township Health Center in Dengfeng City, illegally used the 7.20 disaster relief funds for office area decoration and renovation, and failed to timely input purchased office supplies into the fixed asset system for management. In July 2021, the Baiping Township Health Center in Dengfeng City was affected by the "July 20" rainstorm. According to the requirements of the higher authorities, the Baiping Township Health Center reported the damage situation within the jurisdiction of the health center in the form of a ledger. Later, the Dengfeng City Medical and Health System allocated 300000 yuan of post disaster reconstruction funds to the Baiping Township Health Center and issued documents proposing specific requirements for the use of funds, such as special use, highlighting key points, practicing thrift, and standardization and transparency. Due to the original conference room of the Health Center being too small and soaked in water, Cui Weining, the then head of the Baiping Township Health Center, decided to renovate and renovate a new conference room without a meeting, and purchased 24 new sets of conference tables and chairs. At the same time, I also decided to renovate the infusion hall in the outpatient building and the bathroom in the health center. The above-mentioned decoration and renovation projects are not included in the aforementioned damage reporting ledger. In addition, the Baiping Township Health Center used post disaster reconstruction funds to purchase 6 desktop computers and 2 printers for office use, but did not timely input the computers and printers into the hospital's fixed asset system for management. In January 2023, Cui Weining was given a warning within the party.

The report points out that the above four typical cases reflect that there are still some party members and cadres who lack a strong sense of purpose and responsibility, and even infringe on the interests of the masses, affecting the effectiveness of the comprehensive promotion of rural revitalization strategy, and must be severely punished. All party members and cadres in the city should deeply learn from their lessons and take them as a warning.

The circular stressed that party organizations at all levels in the city should thoroughly implement the strategic plan of the 20th CPC National Congress to comprehensively promote rural rejuvenation, conscientiously study and fully implement the spirit of General Secretary Xi Jinping's important expositions and instructions on the work of agriculture, rural areas and farmers, and strictly follow the deployment requirements of the provincial and municipal party committees to promote rural rejuvenation. We will comprehensively promote the supervision and management of the collective "three funds" in key villages and communities, and work hard to rectify formalism and bureaucracy such as making choices, making modifications, and discounts in policy implementation and work promotion.
