Ministry of Education: Strictly crack down on employment data falsification | Graduates | Universities | Employment
The Ministry of Education attaches great importance to the monitoring of employment data for college graduates and has issued a notice on the verification of employment data for the 2023 cohort of college graduates. It has also held a meeting on the verification and deployment of education departments in various provinces. Recently, the Ministry of Education dispatched multiple working groups to various provinces to carry out special inspections and crack down on fraudulent employment data.
The working group of the Ministry of Education conducted targeted investigations and on-site interviews in universities and departments by going straight to the topic and cutting into the front line. Through checking the self-examination checklist of employment data, verifying self-examination reports, and randomly checking relevant employment supporting materials, combined with relevant problem reporting clues and suspicious information, targeted inspections were carried out to standardize the registration and monitoring of graduation destinations in universities, and to strictly prevent falsification of employment data. Require local and university authorities to investigate and rectify issues discovered during verification, and promptly correct them; For verified violations such as false contracts and false certificates, relevant departments shall be ordered to handle them seriously in accordance with regulations and discipline, and relevant universities and personnel shall be held accountable to effectively safeguard the legitimate rights and interests of college graduates in employment.
The Ministry of Education requires that universities in various regions strictly implement the "four prohibitions" and "three prohibitions" in employment work:
It is not allowed to force graduates to sign employment agreements and labor contracts in any way;
It is not allowed to link the issuance of graduation certificates and degree certificates with the signing of contracts by graduates;
It is not allowed to persuade graduates to sign false employment agreements on the grounds of household registration and custody;
Graduates are not allowed to use their internship and internship certificates as proof of employment;
It is necessary to provide specific indicators of implementation rate to universities and colleges in a practical manner;

It is not allowed to increase the allocation of employment tasks to counselors layer by layer;
It is not allowed to link a single destination implementation rate indicator with the performance evaluation and excellence of employment workers or counselors.
Strictly adhere to the bottom line of truthfulness and accuracy of employment data, strictly review the employment materials of each graduate, focus on verifying relevant data such as flexible employment, and seriously investigate and punish employment violations with a "zero tolerance" attitude.
The Ministry of Education and the employment authorities of graduates from various provincial universities have opened supervision and reporting hotline and email to accept reports of employment violations. For relevant reported information, urge all regions to verify each item one by one, report one, and investigate one. The Ministry of Education has sent a message to 2023 college graduates, reminding them to log in to the National College Graduation Registration System in a timely manner to confirm their graduation destination information. Starting from August, the National Bureau of Statistics and third-party survey agencies will be commissioned to conduct a nationwide sampling survey on the implementation of the destination of 2023 college graduates.
The Ministry of Education will continue to urge universities in various regions to strictly implement the requirements of employment monitoring work, seek truth from facts, promote employment work in a standardized and orderly manner, and strictly prevent distortion of employment data. At the same time, guide universities in various regions to continue providing continuous employment services for unemployed graduates who have left the school, and work with the human resources department to help unemployed graduates find employment as soon as possible.
