Ministry of Civil Affairs: will pay attention to netizens who point out that "marriage registration must provide a household registration book" violates the freedom of marriage. ID card | provision | registration | party | issuance | Ministry of Civil Affairs | marriage | household registration book
According to the website of the Ministry of Civil Affairs, a netizen recently left a message on the website of the Ministry of Civil Affairs stating that it is unreasonable to provide a household registration book for marriage registration now. Many young people often cannot obtain their household registration book due to rough interference from their parents, which goes against the principle of "marriage freedom" stipulated in the Constitution. It is recommended to revise this provision.
The netizen left a message on June 27th stating that according to the Marriage Registration Regulations, Marriage Registration Work Standards, and other regulations, mainland residents should provide their own household registration book and ID card when applying for marriage registration. We think this is unreasonable. ID cards and household registration books are essentially the same, both issued by public security agencies and have the same legal effect. Why is it necessary to provide a household registration book even if an ID card is provided? It should be noted that many young people freely and voluntarily get married, but often due to their parents' rough interference in this marriage, they cannot obtain their household registration book, resulting in being unable to get married. This not only goes against the principle of "freedom of marriage" stipulated in the Constitution, but also damages many beautiful marriages and leads to many tragedies. What is the difference between this and the old society where children needed "parental orders" to get married? Therefore, we strongly request that this provision be revised as follows: Mainland residents should provide their own household registration book or ID card.
On July 6th, the Social Affairs Department of the Ministry of Civil Affairs replied that we will pay attention to the suggestions of netizens. Thank you for your concern and support for civil affairs work. Thank you!
Previously, another netizen left a message on the website of the Ministry of Civil Affairs on March 22, saying: Due to the high price of the dowry, my mother refused to give me a household registration book. Can I register for marriage? My mother unreasonably demanded a high price dowry of 400000 yuan and insisted that if she didn't give me so many dowries, she wouldn't agree to my marriage. But the man cannot give so much money. After careful consideration, I want to marry the man, but now my mother refuses to provide her household registration book. Is there any other way for me to successfully register for marriage in this situation? I really want to marry my beloved!
The Social Affairs Department of the Ministry of Civil Affairs replied on March 30 that the Opinions of the General Office of the Ministry of Civil Affairs on Several Issues concerning Implementation stipulated that if the party concerned is unable to issue a household register, the marriage registration authority can handle marriage registration with the registered residence certificate with seal issued by the public security department or the relevant registered residence management agency; If the party concerned belongs to a collective household register, the marriage registration authority can handle the marriage registration by presenting his/her household card in the collective household register or the copy of the household register with the unit seal recording his/her registered residence. If the party concerned has not gone through the formalities for settling down, the marriage registration authority in the place where the household registration is moved out or where the other party's household registration is located may handle the marriage registration with the certification materials issued by the public security department or the relevant registered residence management agency.
