The agricultural and rural departments, sports administrative departments of various provinces, autonomous regions, and municipalities directly under the central government, as well as the agricultural and rural bureaus, cultural, sports, broadcasting, and tourism bureaus of the Xinjiang Production and Construction Corps:

Basketball has a broad mass base in rural areas of China and is highly welcomed by farmers. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the No. 1 central document of the Central Committee of the CPC in 2023, promote the construction of a livable and beautiful countryside and the high-quality development of farmers' sports, it was decided to organize and carry out a national basketball competition in the beautiful countryside. The relevant matters are hereby notified as follows.

I. running the competition

The purpose of the competition is to strengthen the construction of spiritual civilization in rural areas and enhance the fitness consciousness of the peasant masses. By holding national, mass and agricultural rural basketball games, the competition will highlight the elegant demeanor of farmers in the new era, show rural style, and lead rural fashion. Create a strong atmosphere in which the whole society cares about livability, industry and rural construction in the United States, so as to comprehensively promote the revitalization of rural areas and speed up the construction of an agricultural power.

II. Competition organizers

The competition is guided by the Rural Social undertakings Promotion Department of the Ministry of Agriculture and villages and the Mass Sports Department of the General Administration of Sports. The Chinese Farmers' Sports Association and the Mass Sports Department of the all-China Sports Association organize the competition, and the Chinese Basketball Association provides technical support.

III. Principles for organizing competitions

Adhere to the main body of farmers. Respect the wishes of the masses, fully mobilize the masses, and set up participating teams with farmers as the main body, so that farmers can participate more and happily.

Adhere to practicality and simplicity. Make full use of existing venue facilities to organize competitions in a simple manner, without extravagance, waste, arbitrary fees, or increasing the burden on grassroots and farmers.

Adhere to safety and order. Always tighten the string of safe competition, scientifically design emergency plans, comprehensively eliminate risks and hidden dangers, and ensure the safety and order of the competition.

Adhere to agricultural taste and taste. The organization of the competition fully showcases the characteristics of rural areas, reflects the charm of the countryside, and does not indulge in seeking foreign knowledge or making superficial remarks.

IV. Arrangement of events

The competition is divided into three stages: the grass-roots competition, the regional competition and the finals.

Phase 1: Grassroots level competition. Each province organizes grassroots rural basketball matches on their own using idle farming time, with their own organizational form and no mandatory requirements. Encourage various regions to combine sports events with agricultural seasons and folk festivals, as well as local cultural exhibitions, agricultural product sales, and rural tourism, to host basketball games in rural areas, showcase agricultural interests, and enhance agricultural flavor. Provincial level competitions that have already been held may not be repeated.

Phase 2: Regional competition. Each province will introduce two teams as provincial representative teams based on townships to participate in regional competitions. Establish four competition zones nationwide, namely Southeast, Northeast, Northwest, and Southwest, and conduct provincial representative team competitions in each zone. The winning teams in each division advanced to the third stage finals.

Stage 3: Finals. The first National Hemei Rural Basketball Championship Finals will be held in Taijiang County, Guizhou Province.

The specific arrangements for regional competitions and finals will be notified separately by the China Farmers Sports Association in conjunction with the Group Department of the All China Sports Federation.

V. relevant requirements

Strengthen organizational leadership. The agricultural, rural and sports departments in the areas where the events are held should earnestly strengthen the organization, leadership, overall planning and coordination of the events, and strengthen cooperation with the departments of publicity, cultural tourism, transportation, public security, health, emergency management, meteorology, etc., formulate a work plan, clarify the division of tasks, and ensure that the events are held smoothly.

Strict work discipline. Strictly abide by the spirit of the central eight point regulations and their implementation rules during the event, prevent formalism and extravagance, and strictly prohibit taking the opportunity to charge farmers for profit. Strictly implement the relevant work requirements of national sports events, strengthen the management of athlete teams, strictly implement relevant regulations such as competition rules and venue behavior norms, and ensure that there are no issues with competition style and discipline.

Strengthen security measures. Strictly implement the requirements of "who hosts, who is responsible", "who undertakes, who is responsible", "one activity, one plan", and "hierarchical and graded management", establish and improve safety work mechanisms, develop targeted emergency response plans for various risks and emergencies that are prone to occur in sports events, implement safety responsibilities, resolutely prevent safety risks, and firmly guard the safety bottom line. Implement normalization measures and do a good job in the prevention and control of the COVID-19 epidemic.

Increase the promotion of the event. Fully leverage the roles of traditional and new media, promote sports events through multiple channels and methods, and form a full media dissemination matrix. Pay attention to promoting sports events in a popular and down-to-earth way, guide farmers to actively participate, tell good sports stories about farmers, attract widespread attention and support from all sectors of society, and form a healthy and upward social public opinion atmosphere.

Prepare for team registration. Provincial agricultural, rural, and sports departments should complete the preliminary review of provincial representative team formation and player qualifications in accordance with the relevant competition regulations before July 15th, and report the representative team information to the China Farmers Sports Association in accordance with the notice of the second stage of regional competitions.

Timely summarize the results. Provincial agricultural, rural, and sports departments should timely summarize the progress and achievements of local grassroots competitions, and report to the China Farmers Sports Association by the end of September.
