Li Guoying visited Zhao Village, the left embankment of the Yongding River, the intersection section of the North Juma River and the South to North Water Diversion Project in the Daqing River system, the Dongci Village section of the left embankment of the Baigou River, the Dongmaying section of the right embankment of the South Juma River, and the Xingaifang Hub to gain a detailed understanding of the flood evolution situation. He also conducted on-site inspections of the flood prevention, emergency response, and the scheduling of the basin's flood control engineering system.

For embankments and engineering projects in danger, all necessary measures should be taken to rescue the situation, increase the flood diversion flow upstream, and simultaneously build a second line of defense for emergency embankments while intensifying rescue efforts, to prevent floods from falling outside the key protected areas; Multiple measures should be taken simultaneously to repair the accident project and restore normal functions as soon as possible.
