Make it more convenient for the public to seek medical treatment (People's Livelihood View)
In recent years, seeking medical treatment has become increasingly convenient. To address some of the inconveniences that still exist in the process of seeking medical treatment among the public, continuous efforts are needed in the diagnosis and treatment system, information technology, and hospital infrastructure
Not long ago, the National Medical Insurance Administration launched 16 convenient measures for medical insurance to solve the bottleneck problem of people handling medical insurance business; In May of this year, the National Health Commission and the State Administration of Traditional Chinese Medicine requested a three-year theme activity to improve medical experience and enhance patient experience throughout the country. Multiple practical measures were proposed to facilitate the public's medical treatment, including medical insurance reimbursement and hospital treatment, which were the two most prominent aspects of public feedback.
Online registration, appointment for surgery, appointment for hospitalization, real-time settlement of medical insurance, and direct settlement for medical treatment across provinces and regions... In recent years, seeking medical treatment has become increasingly convenient. However, it cannot be denied that there are still some inconveniences in the process of seeking medical treatment among the public, such as overcrowding in some large hospitals, long queues for self-service number collection, long waiting times, and inconvenience for elderly people to seek medical treatment. Solving these problems requires continuous efforts in diagnosis and treatment systems, information technology, and hospital infrastructure.
Improving the hierarchical diagnosis and treatment system can alleviate the overcrowding situation in large hospitals. Large hospitals are crowded, and to a large extent, some patients who should have been seeking medical treatment in grassroots medical institutions also go to large hospitals for treatment. The main reason why patients are unwilling to seek medical treatment at grassroots medical institutions is that they are not confident in the level of diagnosis and treatment at these institutions. Therefore, on the one hand, it is necessary to promote the construction of county-level medical communities and urban medical consortia, and encourage large hospitals to actively assist grassroots medical institutions, promoting the sinking of high-quality medical resources; On the other hand, the proportion of medical insurance reimbursement is more inclined towards the grassroots level, guiding patients with common, frequently occurring, and chronic diseases to seek medical treatment at the grassroots level.
By fully utilizing information technology, optimizing the medical process, and improving the appointment and treatment system, patients can further reduce their waiting time at the hospital. At present, many large hospitals have opened Internet hospitals, but the utilization rate is not high. Therefore, we should better play the role of Internet hospitals and transfer more follow-up services that do not need to go to the outpatient department to the online. In addition, it is necessary to further break through the information barriers of medical insurance in various regions, reduce relevant links and procedures, and make cross provincial medical reimbursement more convenient. For example, in April this year, the Beijing Tianjin Hebei region launched a policy of exemption from filing for medical treatment in other regions, allowing patients to enjoy medical insurance reimbursement benefits without the need to complete the registration procedures for medical treatment in other regions.
Continuously improving the facilities and services of medical institutions to make medical treatment for the elderly smoother. The aging population in our country is deepening, and the proportion of elderly patients will continue to increase. On the one hand, medical institutions should promote aging friendly transformation, making it more convenient for elderly patients to use facilities such as elevators, toilets, wards, and waiting rooms; On the other hand, we need to improve the level of elderly care services by retaining some registration windows and cash payment windows, and adding guides in outpatient halls, waiting rooms, and other places to ensure smoother medical treatment for elderly patients.
