On August 3rd, the water level of the upstream backbone rivers of major river systems in the Haihe River Basin was steadily declining. The meteorological forecast shows that the surface rainfall process in the Haihe River Basin has basically ended. According to hydrological monitoring statistics, the main upstream rivers of the Haihe River Basin, including the Ziya River, Yongding River, Daqing River, and Beisan River, have all steadily retreated.
Affected by heavy rainfall since July 28th, extreme precipitation processes have occurred in North China, Huanghuai and other areas of China. In the Haihe River Basin, 21 rivers in the North Three Rivers, Yongding River, Daqing River, Ziya River, and Zhangwei South Canal have experienced floods exceeding the warning level, including 6 rivers exceeding the protection level and 8 rivers experiencing the largest floods since measured data. After preliminary analysis, it was found that there were significant floods in Yongding River, Daqing River, and Ziya River. Among them, Daqing River and Ziya River experienced significant floods. According to relevant regulations of the Ministry of Water Resources, it is preliminarily determined that Haihe River has experienced basin level floods.

According to the Office of the Flood Control and Drought Relief Command of Hebei Province, since the occurrence of heavy rainfall on July 27th, the average rainfall in Hebei Province has exceeded 146 millimeters. Affected by the heavy rainfall, from July 29th to August 1st, 94 counties and 826 townships in Hebei Province have suffered from flood disasters.
In response to the disaster process, Hebei Province has dispatched more than 4700 rescue teams, with over 100000 people, and more than 2200 working groups to rush to areas with heavy rainfall to guide relevant cities and counties in orderly response to the heavy rainfall process. As of 10:00 on the 3rd, a total of 1.229 million people have been transferred from Hebei Province, of which 857200 have been transferred from flood storage and detention areas.
On August 3rd, the Hebei Armed Police Force continued its rescue operation in Zhuozhou City, Hebei Province, searching and rescuing 872 disaster affected people, with a total of 1832 people transferred.
More than 4000 officers and soldiers from the Beijing Armed Police Force continued to fight on the front line of emergency rescue on August 3, respectively in the Mentougou and Fangshan districts, as well as in the Yongding and Dashihe river basins, responsible for repairing roads and conducting personnel searches and rescues.
In this round of extreme heavy rainfall, the average rainfall in Fangshan District and Mentougou District of Beijing is high. Affected by heavy rainfall, some roads, communication, electricity and other infrastructure in Fangshan District were destroyed by floods. At one point, 43 villages lost contact with the outside world. An assault team composed of PLA soldiers, armed police officers and soldiers, public security officers, fire rescue team soldiers, and grassroots cadres gradually established contact with the lost villages by walking into the villages. As of around 13:20 on August 3rd, the assault team has entered the last two disconnected villages - Xishimen Village and Beishimen Village in Shidu Town, Fangshan District. The personnel in both villages are safe, which means that all disconnected villages caused by this flood have been reconnected.
As of 18:00 on August 3rd, the national comprehensive fire and rescue teams in the Beijing Tianjin Hebei region have participated in handling 3387 dangerous situations caused by this round of heavy rainfall. They have dispatched 26471 firefighters, 8735 vehicles, and 3815 boats to rescue and evacuate 22423 trapped people.
As of the afternoon of August 3rd, a total of 7349 people and 784 vehicles and equipment from the Central Theater Command have participated in flood control and disaster relief at multiple locations. More than 2600 stranded passengers on trains K396, Z180, and K1178 were safely transferred, with a total of 69.74 kilometers of roads cleared and 25 tons of supplies delivered.

The Party Committee of the Ministry of Public Security quickly initiated emergency response, and local public security organs made every effort to maintain traffic order, open up disaster relief channels, and respond in a timely manner. They comprehensively carried out various traffic emergency work in response to typhoons and heavy rainfall during the flood season. Since July 28th, public security and traffic management departments across the country have deployed a total of 623000 police officers, ensuring the smooth passage of 94000 emergency rescue vehicles.
On August 2nd, the Office of the Leading Group for Logistics Maintenance and Smooth Traffic in Hebei Province issued a notice requiring the acceleration of emergency repairs and measures such as building emergency bridges and temporary access roads to ensure that road sections with traffic blockages are quickly reopened. In case of emergency situations such as personnel evacuation and transfer, special and urgent measures should be taken, and all lanes should be opened immediately and orderly traffic should be carried out. Since July 29th, due to heavy rainfall, National Highway 109 has been partially destroyed by floods, and villages and towns within the mountainous area have temporarily lost contact with the outside world. Through the coordinated efforts of multiple rescue forces, the emergency rescue channel of National Highway 109 was fully opened on August 3rd. Due to the complex road conditions, the 109 National Highway currently only has emergency rescue and rescue vehicles for transporting disaster relief materials.
In view of the rainstorm and flood disaster in Beijing Tianjin Hebei region, the Federation of Red Cross Societies of China sent working groups to Beijing, Tianjin and Hebei disaster areas to assess the post disaster needs and guide the local Red Cross societies to carry out flood relief work; 20 million yuan will be allocated to support the resettlement of the affected population and the recovery of production and daily life.
On August 2 at 22:00, the Hebei Provincial Disaster Reduction Committee launched a Level II emergency response plan for provincial-level natural disaster relief, urgently allocating 60400 pieces of provincial-level disaster relief materials to Shijiazhuang, Baoding, Handan, and Zhangjiakou cities, and applying for 10000 pieces of central disaster relief materials. Currently, these materials are being organized and distributed in an orderly manner.
Affected by continuous heavy rainfall and upstream flooding, the communication infrastructure in Zhuozhou City has been severely damaged. On August 2nd, the Ministry of Industry and Information Technology and the Ministry of Emergency Management urgently dispatched three aerial base station drones from China Mobile to carry out emergency communication support tasks. It is reported that each airborne base station drone deployed this time has an effective signal coverage range of over 30 square kilometers and can support 200 users for simultaneous calls.

Implement detailed flood prevention measures
At present, key flood channels such as Yongding River, Daqing River, and Ji Canal in Tianjin continue to operate at high water levels. According to hydrological surveys in the Tianjin Hebei region, the flood of the Daqing River will arrive in Tianjin on the morning of August 4th.
The National Flood Control Administration has opened the Dongdian Flood Storage and Detention Area at 2:00 am on August 1st. In the area involving Jinghai District in Tianjin, 31380 people from 23 villages and 3 towns have been fully relocated. To ensure the smooth flood discharge of some parts of Tianjin in the Dongdian Flood Storage and Detention Area, arrangements have been made to keep the inlet gate of the Duliujian River fully open, and the Duliujian River moisture-proof gate will fully discharge water, making every effort to reduce the water level of the Duliujian River and creating conditions for the discharge of the Daqing River flood.
In response to the current severe situation of flood prevention and control, various departments and units in Tianjin have solidly and orderly carried out their work.
Starting from August 2nd, Tianjin City has received emergency flood control supplies from the National Flood Control Office. The Tianjin Water Affairs Department has urgently allocated 21 batches of 18 varieties of supplies, including woven bags, life jackets, assault boats, etc., to Jinghai, Baodi, Ninghe, Jizhou, Wuqing and other districts to ensure that flood control and emergency needs are met in the first time.
The Organization Department of the Tianjin Municipal Party Committee has allocated a special fund of 15 million yuan to 10 districts, including Wuqing and Jinghai, to support flood control and disaster relief work. The Tianjin Urban Management Commission dispatched 252 flood prevention personnel to carry out emergency duty on 62 underground passages in the central urban area. The Tianjin Municipal Commission of Housing and Urban Rural Development organized more than 2300 construction workers from six construction enterprises to participate in the rescue task of the weak flood control section of the right embankment of the Daqing River, which is 4 kilometers away. The Tianjin Fire Rescue Brigade has formed three levels of rescue forces to be ready for flood control and emergency response at any time.
On the basis of 15 expert groups and 196 technical backbone members dispatched, the Tianjin Water Affairs Department has gathered retired experts in the field of flood control in the city to form three flood control service groups. They provide technical guidance for the reinforcement of the Jiyun Canal dangerous section, the use of the Yongding River floodplain, the Dongdian flood storage and detention area, and the inspection of key river embankments.
