"Since 2023, Guangdong Province has been focusing on the three major issues of 'prevention, rescue and innovation', and has made every effort to prevent and defuse all kinds of security risks, firmly held the bottom line of security development, and guarded the safety of people's lives and property." Wang Zaihua, Director of the Emergency Management Department of Guangdong Province, said that from January to July 2023, the number of major accidents and deaths in the province decreased by 14.3% and 17.3% respectively year on year, and the number of forest fires decreased by 56% year on year. The province has effectively responded to 22 rounds of heavy rainfall and typhoons "Tali" and "Dussuri", and the overall security situation in the province is stable.
Playing the baton of technological innovation and building a solid barrier for prevention
At the Command Center of the Emergency Management Department of Guangdong Province, the One Network Integrated Management Information System displays real-time images of each industrial park, combined with artificial intelligence technology, which can identify dangerous actions and signs of accidents such as open flames and smoke. Guangdong has launched a special campaign to rectify major hidden dangers, to prevent and control risks in key industries such as mines, hazardous chemicals, and industry and trade, and to build a strong barrier for prevention.
In Foshan, as a traditional industry, ensuring safety production is of utmost importance in the aluminum processing industry. Since August 2023, Foshan Emergency Management Bureau has selected pilot enterprises to carry out the monitoring and early warning service project of "Industrial Internet plus+Safe Production".
This is an aluminum processing safety production supervision platform jointly built by Guangya Aluminum Industry Co., Ltd. and the Smart Safety and Emergency Innovation Research Center of South China University of Technology, which reports equipment safety hazards, monitors the production and operation status of the melting and casting unit in real time, and uses thermal imaging high-temperature warning technology to assist in identifying aluminum leakage situations. In conjunction with the Smart Safety Inspection APP, it achieves automated supervision of the melting and casting process in the aluminum processing industry.

Make good use of grid management "boosters" to enhance the ability of "rescue"
Emergency shelter command vehicles, off-road frontline command vehicles, multi rotor drones... The reconnaissance drones equipped by the Foshan Forest Fire Rescue Team can obtain fire dynamics through infrared thermal imaging lenses, providing real-time footage of the fire scene. The relevant person in charge of the Foshan Forest Fire Comprehensive Rescue Team introduced that in areas difficult for rescue personnel to reach, they can use heavy-duty drones to extinguish fires or deliver rescue equipment and materials.
"Please grid personnel come to the scene for patrol inspection as soon as possible!" The duty room of the Emergency Command Center in Paitan Town, Zengcheng District, Guangzhou received a report that a forest fire had "occurred" in Beiyin Village, the town. The duty personnel notified the grid personnel to bring a small drone to the scene and transmit the image and video back to the command center in real time. Then, members of the emergency team of Beiyin Village rushed to the scene with spray fire extinguishers, torches, chain saws and other tools to carry out fire fighting work. This is the scene of the forest fire prevention and emergency drill conducted in Paitan Town.

Paitan Town has formed a comprehensive emergency rescue team of 36 people to solve the accident disaster in the early stage. In addition, the town is equipped with three fire trucks, and fire and "three prevention" materials are classified and placed in the material warehouse.
In 2023, Guangdong will build 1364 professional emergency rescue teams in 10 categories, including forest fire prevention and extinguishing, emergency aviation rescue, hazardous chemicals, and flood prevention and rescue. Key enterprises and key areas will conduct emergency drills to enhance their rescue capabilities.
Building a "Energy Storage Pool" for Mass Prevention and Governance to Meet the Challenges of "New"
To extend the tentacles of emergency management to the grassroots, Guangdong relies closely on the masses, mobilizes social forces to actively participate in emergency management, and provides high-level safety services for high-quality development.
In June 2023, the Guangzhou Emergency Management Bureau formulated the "Five Entries" Work Norms for Safety Propaganda, which were implemented on July 10 to promote safety publicity in enterprises, rural areas, communities, schools, and households.
