At 16:45 on June 18th, the 110 Command Center of Jiexiu Public Security Bureau received a report from the father of the victim, Li, stating that his son had been beaten and insulted by three minors. The local Zhanglan police station immediately dispatched police to conduct investigations and visits. As both parties were attending school from June 19th to 21st, the police utilized the parties' after-school time to carry out work, collect and fix evidence according to the case handling procedures, and investigate the facts of the case.
After investigation, at around 3:00 pm on June 17th, Lang 1, Yuan, and Lang 2 passed near Changtaiyuan Community in Zhanglan Town and met Li. They questioned whether they had scolded them.
