According to public information, Liu Bingjiang, male, Han ethnicity, born in May 1964, holds a doctoral degree and is a member of the Standing Committee of the 12th Central Committee of the People's Republic of China and a member of the 14th National Committee of the Chinese People's Political Consultative Conference.
Liu Bingjiang has served as the Deputy Director and Director of the Total Emission Control Department of the Ministry of Environmental Protection, as well as the Director of the Atmospheric Environment Management Department. In 2018, with the reform of the Party and state institutions, the Ministry of Ecology and Environment was established, and Liu Bingjiang was appointed as the Director of the Atmospheric Environment Department of the Ministry.
