Villagers Gao and Wang had a dispute over the ownership of a homestead. In a fit of anger, Gao pushed down the toilet behind Wang's south wall, leading to an escalation of the conflict. To resolve the conflict, the mediator immediately went to the scene to investigate, visited village officials and the masses, and understood the root cause of the conflict and the key points of the dispute between the two.

Subsequently, the mediator used the "back-to-back" mediation method to go back and forth between the two countries for many times, so that both parties agreed to sit down and negotiate. The mediator leverages the advantages of public mediation and, together with police officers and village cadres, adopts a mediation method of legal reasoning, emotional communication, and strengthened psychological counseling to gradually eliminate the opposing emotions between the parties and facilitate the reaching of a mediation agreement.

From arguing endlessly to shaking hands and making peace, a pair of over 30 year old friends reconciled at the "one-stop" conflict mediation center in Mengsi Town, Linyi County, Dezhou City, Shandong Province.

The work of the "one-stop" conflict mediation center is a microcosm of Linyi County's practice of the "Fengqiao Experience" in the new era, innovation in safety construction, and improvement of grassroots social governance level. In recent years, Linyi County has created a new pattern of safe construction through measures such as strengthening organizational leadership, innovating activity carriers, and consolidating basic construction, with the "seed project" of humanistic care and flexible service innovation, planting the "seed" of peace and the rule of law in the hearts of the people.

Since 2022, Dezhou City has established a "one-stop" coordination center based on one city level, 12 county-level, 134 townships, and 6605 community comprehensive governance centers, transforming the contradictory "transfer station" into a problem "terminal station". We have established a team of 12000 mediators, more than 6000 mediation committees, 139 mediation committees of enterprises and institutions, and 67 industry-specific mediation committees. We have also cultivated a number of brand mediation rooms, including "Lao Bi Studio" and "Lao Ma Mediation Room," with a success rate of 99% in resolving conflicts and disputes.

Creating a new pattern of safe construction

The rule of law is the fundamental way of governing a country and an important foundation for the country's governance system and capacity. Adhere to the use of legal thinking and methods to resolve social conflicts, and let the spirit of the rule of law deeply penetrate people's hearts.

In recent years, Linyi County has been deeply promoting the construction of a "one-stop" targeted investigation center, cracking down on organized crime and eliminating evil, and implementing grid management. It has made good use of the safety construction team, grid personnel team, and volunteer team to build a pattern of co construction, co governance, and shared social governance.

How to build a safety construction work system and form a collaborative effort? The reporter learned that Linyi County has deepened the reform of equal rights in counties and towns, promoted the extension of administrative approval, government services, and comprehensive law enforcement to the grassroots level, and achieved the management of approval by one department and law enforcement by one team. The township can handle 923 convenient service matters and 45 law enforcement matters; Establish a "bottom line work office" for townships, integrate bottom line work such as safety production, ecological environment, petition and stability maintenance, network security, supervision and assistance, and build a "big organization, big responsibility, and big pattern" safety construction work system.

In order to strengthen the promotion of safety construction, Linyi County carried out grassroots legal education activities in 91 schools, 438 villages, and key enterprises throughout the county, focusing on safety construction, anti cults, anti organized crime, prevention of elderly fraud, and drowning prevention knowledge. 913 legal education lectures were conducted, with an audience of 226000 people.

In response to the social instability caused by mental health issues, Linyi County insists on starting from the "heart", tracing governance, innovating measures and new models, and actively carrying out a series of "sunshine navigation" activities. Establishing a psychological service association, attracting 121 outstanding members, organizing excellent psychological counselors to conduct "order based" lectures on mental health knowledge, and promoting topics related to mental health such as "stress relief and emotional management" and "methods for adjusting mentality". The association has provided psychological counseling services for more than 1500 sessions, with an audience of over 100000 people.

Building a new platform for safe construction

In February of this year, residents of Building 9, Hongyu Community, Linpan Street, Linyi County, sought help from the community secretary's studio and reported the problem of sewage blockage. "Due to the blockage of the sewer upstairs and no one clearing it, the kitchen of the residents downstairs leaked water, so they sought help from the neighborhood committee." Zhai Linlin, the Party Secretary of Hongyu Community in Linyi, Shandong, said that after receiving the help, the grid worker went to the door to collect the opinions of the residents. After multiple communications, the community secretary, grid worker, property personnel, maintenance technicians, and residents jointly negotiated the issue of pipeline diversion.

Contradictions need to be addressed from the source, treating every small matter of residents as a major matter. In order to establish a promotion mechanism for co construction and sharing, Linyi will divide the entire county into 1104 grids, forming a new grid governance system from vertical to bottom and horizontal to edge. Take the lead in building a team of "mobile grid workers", selecting 60 couriers, delivery drivers, ride hailing drivers, etc. to serve as "mobile grid workers", collecting and processing information through the "on the go" platform, forming a pattern of "everyone is a grid worker".

Linyi County can resolve the demands of the masses that can be received in a timely manner, and resolve various conflicts and disputes as early as possible and as small as possible before litigation. If they cannot be resolved in a timely manner, they should guide the masses to resolve disputes through normal channels of appeals.

As of now, the mediation centers at the county and township levels in Linyi have received an average of 2000 visitors per month, provided more than 1500 legal consultations, accepted 352 people's mediation cases, successfully mediated 329 cases, and guided 12 cases to be resolved through judicial channels, with a mediation success rate of 93%. The number and success rate of resolving conflicts and disputes have significantly increased compared to the same period last year, effectively maintaining grassroots social harmony and stability while reducing litigation rates.
