On July 11th, the Jiangxi regulatory authority disclosed an administrative penalty decision. Wu Mouying, an employee of a state-owned large bank, was directly responsible for the illegal act of misappropriating bank funds due to inadequate implementation of internal controls. Therefore, the Shangrao Regulatory Branch of the China Banking and Insurance Regulatory Commission decided to impose a lifelong ban on her from working in the banking industry.
It is worth noting that through browsing the judgment document website, it was found that Wu Mouying was criminally detained on May 19, 2015 on suspicion of embezzlement of public funds and sentenced to eight years in prison.

Fictitious deposit of 80 million to speculate on futures
According to the China Judgment Document Network, Wu Mouying, born in the 1980s, previously served as the business manager of a state-owned bank's Shangrao branch. On suspicion of embezzlement of public funds, he was criminally detained on May 19, 2015, according to the decision of the People's Procuratorate of Xinzhou District, Shangrao City. With the approval of the People's Procuratorate of Shangrao City, he was arrested on June 1 of the same year.
After investigation, from the end of 2014 to the beginning of 2015, the defendants Wu Mouying and Wang jointly discussed using the position of business manager of the defendant Wu Mouying to embezzle bank money for futures trading due to serious losses in futures trading.
During the period from February to May 2015, the defendant Wu Mouying took advantage of her position as a business manager to fill out customer deposit forms, fabricated deposit transactions, and falsely claimed that the customer's cash had been deposited into the money box, entrusted to tellers Xia, Yin, and others for processing, or made excuses to enter the system of tellers Wan and others for false deposits. In 37 transactions, a total of 79.9935 million yuan was deposited into the bank accounts of Wang, Wu, and others who were under her custody. Among them, there were 5 false deposits of 67 million yuan, which were completed by the defendant Wang Bo as a depositor, who went to the bank counter to cooperate with photo authorization, signature, etc.
All funds will be transferred through online banking to the Guangdong Precious Metals Trading Center's "Jinxiang Yinrui" futures platform fund account jointly used by Wu and Wang for futures trading.
In early May 2015, the bank discovered Wu Mouying's behavior. On May 9th and 11th of the same year, the defendants Wu Mouying and Wang Mouying returned a total of RMB 41.1264 million in stolen money. On May 18, 2015, defendants Wu and Wang surrendered to the People's Procuratorate of Xinzhou District and truthfully confessed their crimes.
On March 9, 2016, the bank involved issued an explanation and attached relevant vouchers to prove that all the funds involved have been recovered.
The court believes that the defendant Wu Mouying, as a bank employee, jointly discussed with the defendant Wang to use the convenience of the defendant Wu Mouying's position to misappropriate bank funds of 79.9935 million yuan for futures trading. The defendant Wu Mouying's behavior constitutes the crime of misappropriating funds, and the amount of misappropriated funds is huge. Due to the defendant Wu Mouying voluntarily surrendering and truthfully confessing the facts of the crime, which constitutes a voluntary surrender, the punishment may be mitigated or mitigated in accordance with the law. According to relevant regulations, Wu Mouying was ultimately sentenced to eight years in prison.
