The meeting pointed out that after the problem of concealment of production safety responsibility accidents in Fuxin Honglin Coal Mine was exposed, the provincial party committee and provincial government resolutely implemented General Secretary Xi Jinping's important exposition on production safety and the deployment requirements of the CPC Central Committee and the State Council, quickly set up a provincial accident investigation team to upgrade the investigation, adhere to the principle of "scientific rigor, according to laws and regulations, seeking truth from facts, and paying attention to actual results, strictly, quickly and severely punish those responsible in accordance with the law.
The meeting heard a report from Fuxin City on the handling of the concealment of the Honglin coal mine production safety accident by the responsible persons, emphasizing the need to continue in-depth investigation and disposal. With a highly responsible attitude towards the Party and the people, in accordance with the principles of "not letting go of the accident cause until it is identified, not letting go of the responsible personnel until it is dealt with, not letting go of the rectification measures until they are implemented, and not letting go of the relevant personnel who have not received education", we will carry forward the spirit of struggle, dare to face the problem directly, comprehensively investigate the problem chain, interest chain, and responsibility chain, deeply analyze the problems of the accident itself, thoroughly investigate the deep-seated problems of dereliction of duty, corruption, and other deep-rooted problems behind the accident, and strictly hold accountable in accordance with the law.
The meeting pointed out that the production safety accident at Honglin Coal Mine in Fuxin caused multiple casualties, and Honglin Coal Mine deliberately concealed the report. The nature of the accident was bad, the problems were serious, and the lessons learned were profound. It exposed serious loopholes in the safety production and operation management of the enterprise, weak safety supervision by regulatory authorities, failure to implement safety production responsibilities, formalism and bureaucracy, and incomplete special rectification and investigation of safety hazards. We must deeply learn from the painful lessons of accidents, carefully reflect on the problems, deeply analyze the causes, draw lessons from others, and take it as a warning. With a sense of responsibility that we can't rest assured at all times, we must solidly and meticulously implement our work, eliminate risks and hidden dangers from the root, firmly hold the bottom line of preventing major safety accidents, and effectively ensure the safety of people's lives and property.
To strengthen the responsibility for safety production, we must adhere to the principle of "equal responsibility between the Party and the government, dual responsibility for each position, joint management, and accountability for dereliction of duty", implement the requirements of "managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", strictly implement the 15 measures of the State Council's Work Safety Committee on safety production, strengthen local management responsibility, departmental supervision responsibility, and enterprise main responsibility, promote the formation of a responsibility chain that connects up and down and is responsible at all levels, effectively transmit safety production responsibility and pressure to the "peripheral nerves", further strengthen the rigid implementation of safety production regulations, strengthen safety supervision and law enforcement inspections, strictly investigate and punish safety production violations in accordance with laws and regulations, and resolutely rectify the soft problems of lax law enforcement inspections. We need to comprehensively investigate risks, closely monitor potential hazards, and carry out special rectification actions for safety production risks and hazards in a solid and in-depth manner.
