According to the "2023 Supervision Action Plan for Cleaning up Ten Thousand Business Environment Issues" of the Liaoning Provincial Commission for Discipline Inspection and Supervision, the recent work situation is hereby reported as follows.
From January to July, the Liaoning Provincial Commission for Discipline Inspection and Supervision assigned a total of 13194 tasks to clean up the business environment in three batches, and 11966 have been urged to be resolved, with a completion rate of 90.7%. Among them, there were 5864 issues assigned in the first batch, and 5761 have been urged to be resolved, with a completion rate of 98.2%; The second batch of 2787 assigned issues has been supervised and resolved, with a completion rate of 97.6%; The third batch of 4543 assigned issues has been resolved, and 3485 have been urged to be resolved, with a completion rate of 76.7%.
From the classification of the "cleaning up of ten thousand items" in the business environment assigned by the three batches mentioned above, the categories of appeals, reports, and legal and litigation related issues account for 83%, 15.4%, and 1.6%, respectively. From the perspective of problem types, the main focus is on disrupting the government service environment, credit environment, regulatory environment, business environment, law enforcement environment, and approval environment, accounting for 29%, 20.9%, 17.4%, 10.9%, 8.2%, and 4.8% of the total problem volume, respectively. Judicial environment, intermediary environment, and other problems account for 3.7%, 0.5%, and 4.6%, respectively. From the perspective of the reporting subjects, there were 7667 issues raised by the people, of which 6772 have been urged to be resolved, with a completion rate of 88.3%; There were 2443 issues reported by market entities, and 2185 have been urged to be resolved, with a completion rate of 89.4%. From the perspective of effectively ending the problem situation, disciplinary inspection and supervision organs at all levels have completed 11966 problem follow-up visits, including 6955 real name complaints and reported problems through telephone follow-up visits, with 6841 feedback satisfied and a satisfaction rate of 98.4%.
From January to July, the province has cumulatively paid off 4.479 billion yuan in outstanding debts owed by government agencies, state-owned enterprises, and public institutions, fulfilled 1106 government unfulfilled commitments, corrected 461 improper enforcement issues in the judicial field, promoted the disbursement of 898 million yuan in overdue enforcement payments, delegated 41 approval matters, and included 177 intermediary institutions on the blacklist.
From January to July, the disciplinary inspection and supervision organs in the province received a total of 2244 clues related to the destruction of the business environment, disposed of 2351 cases, conducted initial inspections of 2304 cases, filed 2338 cases, imposed disciplinary and administrative sanctions on 3036 people, organized the handling of 596 people, detained 215 people, transferred 156 people to judicial organs, issued 203 disciplinary inspection and supervision suggestions, and reported 176 typical cases to be exposed.

1. Zhu Jinghai, former deputy director of the Population, Resources and Environment Committee of the Liaoning Provincial Political Consultative Conference, has caused damage to the government service environment and other issues. From 2008 to 2013, Zhu Jinghai, then Deputy Director of the Provincial Department of Environmental Protection, requested over 50 companies to donate a total of about 50 million yuan in order to establish the Liaoning Representative Office of a certain foundation. Taking advantage of the request from relevant enterprises to help promote the environmental impact assessment approval process, pass environmental protection acceptance, and handle illegal pollution discharge issues, he also repeatedly damaged the business environment and illegally received huge amounts of property from others in terms of business operations. Zhu Jinghai also has other serious violations of discipline and law. In August 2023, Zhu Jinghai was expelled from the Party and public office, and was transferred to the procuratorial organs for legal review and prosecution on suspicion of criminal issues.
2. Issues such as Zhao Jianwei, former chief prosecutor of Dalian Procuratorate, damaging the business environment. From 1993 to 2022, Zhao Jianwei took advantage of his position to accept requests and receive property, providing assistance to multiple enterprises in engineering contracting, case handling, and other aspects. He also repeatedly damaged the business environment in business operations and illegally received huge amounts of property from others. Zhao Jianwei also has other serious violations of discipline and law. In July 2023, Zhao Jianwei was expelled from the Party and his retirement benefits were cancelled. He was suspected of committing crimes and was transferred to the procuratorial organs for legal review and prosecution.
