In order to fully leverage the warning and deterrent effects of typical case reports and ensure the solid promotion and effectiveness of the three-year action plan for the comprehensive revitalization of Liaoning, the following are five typical cases of non responsibility and non action violations investigated and dealt with in Liaoning Province.
1. Yang Xianwen, former director of the Service Guarantee Department of the Liaoning Provincial Office Affairs Management Bureau, has neglected his duties and responsibilities in government procurement. During the period from 2014 to 2021, Yang Xianwen was responsible for the procurement of non-staple food and office turnover room items. He did not compare prices, inspect or supervise the purchased non-staple food, and the procurement office turnover room items were not strictly controlled, resulting in adverse effects. Yang Xianwen also has other serious violations of discipline and law. In September 2022, Yang Xianwen was expelled from the party and from public office. In December 2022, Yang Xianwen was sentenced to 10 years in prison and fined RMB 900000.
2. Wang Jindong, former head of the Finance Department of Dalian Wafangdian Central Hospital, has failed to perform his duties effectively in financial supervision. During the period from 2020 to 2021, Wang Jindong was responsible for the financial work of Wafangdian Central Hospital. He did not implement financial management systems and did not organize or arrange for tellers and accounting accountants to jointly carry out reconciliation work for a long time. He only arranged for cashier Zhang to independently complete the reconciliation work, resulting in Zhang using his position to embezzle more than 38 million yuan from 16 grassroots hospitals. In August 2022, Wang Jindong was dismissed from public office. In December 2022, Wang Jindong was sentenced to three years in prison with a four-year probation.
3. Cao Peiheng, former deputy mayor of Pianling Town, Xiuyan Manchu Autonomous County, Anshan City, has neglected his duties and responsibilities in the supervision of epidemic prevention and supply vehicles. From 2022 to 2023, Cao Peiheng's inadequate supervision of the management of enterprise guaranteed vehicles during the epidemic period resulted in the staff of his department illegally obtaining enterprise guaranteed vehicle passes and collecting benefits, causing adverse effects. Cao Peiheng also has other serious violations of discipline and law. In March 2023, Cao Peiheng was expelled from the Party and public office. In May 2023, Cao Peiheng was sentenced to 3 years in prison and fined RMB 200000.
4. Sun Xuejun, former deputy director of the Water Bureau of Qingyuan Manchu Autonomous County in Fushun City, has inadequate supervision over bidding and tendering. From 2017 to 2022, during his tenure as the Deputy Director of the Water Affairs Bureau of Qingyuan Manchu Autonomous County, Sun Xuejun's supervision and management of water conservancy project bidding, construction, and other aspects became mere formality, leading to a company colluding with bidding through bidding methods, damaging the interests of the tenderer and other bidders. Sun Xuejun also has other serious violations of discipline and law. In November 2022, Sun Xuejun was expelled from the Party and dismissed from public office. In March 2023, Sun Xuejun was sentenced to 4 years and 6 months in prison and fined RMB 300000.
5. Teng Yuzhi, former head of the Housing Acquisition Service Department at Beihai Service Center in Gaizhou City, Yingkou, has neglected the issue of compensation for relocation and fraud. From 2019 to 2021, Teng Yuzhi served as the Director of the Office of the Leading Group for Railway Construction in the North Sea Area from Yingkou Free Trade Zone to Bayuquan. During the evaluation and quantity verification of relocation in his jurisdiction, he was aware of issues such as dense planting of saplings and newly planted trees after sealing the area, but failed to take effective measures to stop and correct them, resulting in others defrauding more than 2.963 million yuan in national relocation compensation. Teng Yuzhi also has other serious violations of discipline and law. In March 2023, Teng Yuzhi was expelled from the Party and public office, and was transferred to the procuratorial organs for legal review and prosecution on suspicion of criminal issues.
