The report of the 20th National Congress of the Communist Party of China proposed scientific methods to continue promoting theoretical innovation, namely "we must adhere to the principle of putting the people first", "we must adhere to self-confidence and self-reliance", "we must adhere to the principle of upholding integrity and innovation", "we must adhere to problem orientation", "we must adhere to a systematic concept", and "we must always have a broad mind".

Hello everyone, I am Li Shuangtao from the School of Marxism at the Central Party School.

Marx once said, "Problems are the voice of the times.". So if we want to listen to the voice of an era, we need to find the problems of this era. Since the 18th National Congress of the Communist Party of China, China has made historic achievements in various undertakings. A very important reason for achieving historic achievements is to adhere to a problem oriented approach. So, how to adhere to a problem oriented approach?

Firstly, problem orientation means facing the problem directly. Poverty has been a problem that has plagued our Chinese nation for thousands of years. In the history of the Chinese nation, we have experienced many prosperous times, such as the rule of literature and scenery, the rule of Zhenguan, the Kangxi and Qianlong periods, and so on. Even during these prosperous times, we have not solved the problem of absolute poverty.

If we pull back time to 1978, in our impression, where was the poorest and most backward place in the world in 1978? People may say it's Africa, especially sub Saharan Africa. In fact, in 1978, the per capita GDP of sub Saharan Africa was $490, while China's per capita GDP at that time was $156. Our per capita GDP is only one-third of that of sub Saharan African countries, so China was one of the poorest and most backward countries in the world at that time. By 2012, according to current standards, we still had 98.99 million impoverished people who had not been lifted out of poverty. The CPC has set up a military order to build a moderately prosperous society in all respects by 2020. If nearly 100 million people do not get rid of absolute poverty, how can we talk about building a moderately prosperous society in all respects?

For the past decade, our entire party has worked together to confront the problem of poverty and solve the problem that has plagued the Chinese nation for thousands of years. The solution of this problem is a great contribution of the CPC to the Chinese people, the Chinese nation, and the development of human society. It can be said that facing problems directly is the first key to problem orientation.

Secondly, problem orientation requires in-depth analysis of the problem. The relationship between economic development and environmental protection was once a difficult problem that plagued China's development.

My hometown is Anji, Zhejiang, which is a small county town in northern Zhejiang. 20 years ago, Anji's popularity in Zhejiang Province was not very high.

In 2003, when I was attending university in Zhejiang Province, my classmates met for the first time and introduced themselves to each other. Some people said their hometown was Yiwu, while others said their hometown was Haining. When it was my turn, I said I was from Anji, and many classmates didn't know where Anji was. Nowadays, I live in Beijing. When someone asks me where I am, I say I belong to Anji, and almost no one knows about Anji. Over the past twenty years, Anji's popularity has changed significantly. The increase in Anji's popularity is closely related to General Secretary.In fact, the theme of this survey is not environmental protection or ecology, but the construction of the rule of law in Zhejiang. When he heard the village cadres introduce him to shutting down mines that damage the ecology and developing ecological economy, he improvised a paragraph, mentioning that "green mountains and clear waters are like mountains of gold and silver". The speech was improvised, but the thinking was long-term and in-depth. What is the relationship between "green mountains and clear waters" and "golden mountains and silver mountains"? Are "green mountains and clear waters" and "golden mountains and silver mountains" in opposition?

In the process of modernization, European and American countries have basically gone through a path of pollution first and then treatment. In the process of development, we have also gone through a path of exchanging green mountains and rivers for gold and silver. On the basis of in-depth analysis and long-term thinking, General Secretary proposed the important concept that "green mountains and clear waters are invaluable assets". Later, he successively put forward scientific statements such as "Ice and snow are also mountains of gold and silver" and "protecting the ecological environment is protecting productivity".

In the past decade, China's economic strength has achieved a historic leap, and environmental protection has undergone historic and global changes. Our green waters and mountains have been better protected, and our gold and silver mountains have been made even larger. These are all the results of the important guiding principle of "green waters and mountains are gold and silver mountains".

So, analyzing problems based on facing them directly is the second key to problem orientation. Once again, based on analyzing the problem, persistently solve it.

In ancient Chinese poetry, there are many lines praising West Lake, such as "To compare West Lake to West Lake, light makeup and heavy makeup are always appropriate.". By the West Lake, there is a CPC Hangzhou History Museum. This historical museum combines the millennium old beauty of West Lake, the century old historical buildings, and the local party history of Hangzhou, attracting a constant stream of visitors. But before the 18th National Congress, this was a high-end private club with luxurious decoration and expensive prices, which ordinary people were hesitant to leave. In 2013, Zhejiang Province launched a special action to rectify the "unhealthy practices in clubs" and identified more than 30 clubs along the West Lake in Hangzhou. Now, all of these 30 clubs have achieved transformation. The small incision witnesses the great changes, and the launch of the "rectification of unhealthy practices in clubs" special plan in Zhejiang Province is an important breakthrough in implementing the spirit of the central eight point regulations.

The solution lies in the problem, and the approach lies in the difficulty. The problem oriented approach is to identify the root cause of the illness and prescribe the right medication.20 days later, on December 4th, the Central Eight point Regulation aimed at regulating the behavior of members of the Central Political Bureau was introduced, and the comprehensive and strict governance of the Party began with this breakthrough.

Since the 18th National Congress of the Communist Party of China, we have been cracking down on "unhealthy practices in the clubhouse," "corruption on the wheels," and "waste on the tongue," cleaning up "empty wages," "small vaults," "tiger hunting," "fly swatting," and "fox hunting" through multiple measures.

Therefore, on the basis of analyzing problems, one should persistently solve them like nails, which is the third key to problem orientation.

Facing the future, we must continue to adhere to a problem oriented approach, dare to face problems, and "face difficulties head-on"; Skilled in analyzing problems, targeted, and persistent in solving problems; Grasp the green mountains and never let go, promoting the cause of our party from one victory to another.
