Firmly believing, practicing the purpose, and striving for dedication, many leading cadres demonstrate the excellent qualities and political character of Communist Party members through practical actions that dare to take responsibility.
Only by daring to take on responsibilities can leading cadres implement the decisions and deployments of the Party Central Committee and turn the grand blueprint into a beautiful reality; Only by daring to take on responsibilities can we win the trust of the people and unite and lead them to continuously promote the development of our cause. At present, the vast number of cadres are willing, brave, and good at taking on responsibilities, becoming the backbone of the cause of the Party and the country. But there are also problems with some leading cadres who are unwilling to take on responsibilities, dare not take on responsibilities, and are not good at taking on responsibilities. Some people who have been in peace for a long time and are mentally lax want to become officials of stability and peace; Some are concerned about gains and losses, greedy for fame and fortune, unwilling to put in hard work, and willing to do superficial work; Some lack the courage and methods to overcome difficulties, walking around in the face of difficulties, and handing over difficult problems. The appearance of such mentality and state among leading cadres is ultimately a manifestation of weak Party spirit, which does not meet the Party's requirements for cadres and is not conducive to the development of the Party's cause.
To make it a trend to be willing to take on responsibilities, dare to take on responsibilities, and be good at taking on responsibilities, on the one hand, we need to educate and guide leading cadres to strengthen their Party spirit cultivation, to take political responsibility of being loyal to the Party, sharing the Party's worries, fulfilling their duties for the Party, and benefiting the people, to take responsibility of defending the land, being responsible for defending the land, and being full of passion to engage in the great practice of socialism with Chinese characteristics in the new era. In the face of major right and wrong, we dare to wield our swords, face difficulties, stand up in the face of crises, take responsibility in the face of mistakes, and resolutely fight against unhealthy practices. On the other hand, we should give full play to the role of the cadre assessment baton, wind vane, and booster. In the selection and appointment of personnel, the clear guidance of emphasizing responsibility and valuing responsibility is reflected, and the courage to shoulder tasks, willingness to do things, and ability to do things are regarded as important standards for identifying cadres, evaluating their strengths and weaknesses, and rewarding and punishing them for promotion and demotion. Select and use cadres who dare to take responsibility, have the courage to take on responsibilities, are good at acting, and have outstanding achievements, so that they have opportunities and a stage. Expose and eliminate those "gyroscopic cadres" who do not push or move, "bell striking cadres" who muddle through, and "old and good cadres" who dare not challenge themselves. Persist in rewarding diligence, punishing laziness, and promoting clarity, effectively solving the same problem of doing or not doing, doing more or less, and doing well or bad.
To make willingness to take responsibility, courage to take responsibility, and kindness to take responsibility become a trend, we must also put the "three distinctions" into practice. For the mistakes and mistakes made by cadres in their work and entrepreneurship, especially in reform and innovation, if they are not differentiated by situation or nature, it is easy to dampen their enthusiasm for reform and entrepreneurship. This requires the implementation of the "three distinctions", the establishment of a sound fault-tolerant and error correction mechanism, and the protection of the enthusiasm of the majority of cadres in their work.
