In a 20 page report, the US side listed six goals, including strengthening the positioning of the intelligence community to address severe strategic challenges, expanding and strengthening partnerships, and so on.
When mentioning China, the report positions it as "the only competitor of the United States that has both the intention to reshape the international order and the increasing ability to do so in terms of economic, diplomatic, military, and technological power.".
For Russia, the report believes that after the outbreak of the Russia-Ukraine conflict, Moscow has posed "the most direct and continuous threat" to the security order in Europe and Eurasia, and is "the source of global destruction and instability".
The Office of the Director of National Intelligence in the United States stated that the above objectives reflect key elements in the current strategic environment of the United States, namely the central position of strategic competition between the United States and China and Russia; The importance of emerging technologies, supply chains, and economic governance tools for national security, as well as the challenges posed by climate change and health security.
"The National Intelligence Strategy outlines how we must respond to a constantly changing world in order to address issues such as competition with China, climate change, and global food security through partnerships, technological innovation, diverse talent, and expertise." CIA Director Bill Burns said that the intelligence community must remain sensitive, and the report provides strategic direction for the American intelligence newspaper for the next four years.
