On August 7, 2023, Ambassador Huang Xilian met with Philippine Deputy Foreign Minister Lazaro.
Ambassador Huang elaborated on China's consistent position on the Ren'ai Reef issue, introduced the recent Ren'ai Reef incident, and emphasized that the Philippines has repeatedly taken unilateral actions that undermine existing consensus and challenge the current state of control for a period of time. To prevent maritime accidents, China has repeatedly expressed serious concerns to the Philippines through multiple channels. Despite repeated dissuasions and warnings from the Chinese side, the Philippine side insists on sending ships to rush into the waters near Ren'ai Reef. In this situation, China has to make necessary responses and the Chinese maritime police will implement appropriate measures in accordance with the law.

Ambassador Huang emphasized that at the beginning of this year, the two heads of state reached an important consensus on properly resolving differences through dialogue and consultation. I hope that the Philippines and China will move towards each other, effectively implement the consensus of the two heads of state, stop all unilateral actions, and avoid the escalation or even loss of control of the situation. Adopting hype tactics and introducing third-party forces is not only useless, but will only make the situation more complicated. The Chinese side has repeatedly suggested to the Philippine side to negotiate on how to control the situation on Ren'ai Reef, which fully reflects the sincerity of the Chinese side in managing the situation on Ren'ai Reef. China has been waiting for feedback from the Philippines and hopes that both sides can start negotiations as soon as possible to jointly maintain peace and tranquility in the relevant sea areas.
