On July 24th, Ms. Lou, a family member of the victim, provided a notice of appraisal opinion issued by the police to China News Service, which showed that the suspect was not mentally ill at the time of the case and was assessed as fully criminally responsible at the time of the case.
Ms. Lou stated that the case has been submitted to the prosecutor's office, and she will continue to hold the offender and relevant departments accountable.

Ms. Lou learned from the police that the suspect had thoughts of suicide before the incident. It is reported that this man in his twenties has just arrived in Changchun for more than ten days and lives in a daily rental apartment at Wanda Apartment. Before the incident, he had climbed up the 33rd floor multiple times with the intention of committing suicide by jumping off the building. However, due to being too high, he retreated and instead threw bricks downstairs.

It should be judged based on the behavior, consequences, and social danger. In addition to the crime of high-altitude littering, there may also be suspected crimes such as intentional homicide, intentional injury, death caused by excessive loss, serious injury, and endangering public safety through dangerous methods. If multiple charges are constituted at the same time, one of the serious crimes will be punished."

After the incident, Ms. Lou went to the apartment to investigate and found that the 33rd floor apartment was piled up with many bricks, tiles, etc. in the corridor up from the 30th floor. It is reported that shortly before Ms. Lou's sister was killed, the suspect had repeatedly thrown beverage bottles, bricks, and other items down from the high-rise of the apartment where she lived. Ms. Lou questioned, "Why didn't the bricks, tiles, and flower pots in the corridor be cleaned up in a timely manner, so that the perpetrator could easily get a dangerous item? After someone reported a few high-altitude litters, why didn't the suspect be detected through surveillance in a timely manner?"
The response from the property manager was that the items were all decorated and stacked by residents, and the property is not responsible. They suggested taking legal action.
