Starting from August 1st, the small town of Shulan in the central and northern part of Jilin Province experienced a rare heavy rainfall in history.
Shulan is a major agricultural county, and this season is the growth period of rice. Heavy rainfall caused flooding in villages and towns such as Jinma Town, Kaiyuan Town, and Qili Township in Shulan City, with some bridges collapsing, roads damaged, and information and communication interrupted.
As of the time of publication, the flood has caused a total of 14 deaths and 1 loss of contact. Among the victims, there are currently three confirmed public officials.
During the flood control and rescue efforts in Kaiyuan Town and Jinma Town of Shulan City, Luo Xudong, member of the Standing Committee and Executive Vice Mayor of Shulan City, Zhou Kunxun, Political Commissar of the People's Armed Forces Department of Shulan City, and Ni Feng, Senior Engineer of Jilin Water Resources and Hydropower Planning Institute, sacrificed their lives on duty. Lost contact during mass transfer

Luo Xudong, born in November 1972, served as a member of the Standing Committee of the Shulan Municipal Committee and Deputy Mayor of the Shulan Municipal People's Government during his lifetime. He was responsible for the executive work of the municipal government, including assisting the mayor in managing development and reform, finance, human resources and social security, emergency management, government services, and government affairs management. He has worked for a long time in the Jilin Municipal Party Committee, successively serving as the Minister of the Propaganda Department of the Jilin Municipal Commission for Discipline Inspection, a member and secretary of the Shulan Municipal Party Committee, a member and secretary of the Shulan Municipal Party Committee, and the director of the Supervision Committee.

The next day, Shulan City experienced a rare heavy rainfall in history, causing dangerous situations such as flooding, bridge collapse, and road damage. Luo Xudong and a group of four rushed to Kaiyuan Town, Jinma Town and other places to organize mass transfers.

On August 5, the official account of Jiangcheng Daily released the news, confirming the fact that Luo Xudong and others lost contact. According to reports, the four previously announced missing individuals were four public officials, including Luo Xudong, a member of the Standing Committee of the Shulan Municipal Committee and Executive Vice Mayor, who were in danger and lost contact during their flood control and rescue efforts in Kaiyuan Town and Jinma Town in Shulan City.
On August 6th, Jiangcheng Daily reported that among the four missing public officials, three were found without any vital signs and confirmed to have sacrificed themselves, while the other one is still being searched.

As of 22:00 on August 6th, the heavy rainfall caused 14 deaths and 1 loss of contact in Shulan City, Jilin Province.

After the disaster, Shulan City actively organized various forces, continued to carry out road repairs and personnel resettlement, and accelerated the restoration of production and living order for the affected population. As of 19:00 on August 6th, a total of 118.9 kilometers of water damaged roads have been repaired and 16 blocked road access points have been opened; A total of 431 power facilities and equipment have been repaired, and power supply has been restored to 14305 households; A total of 64 communication sites have been repaired and 33 communication villages have been restored; There are still 531 residents resettled in the 4 resettlement sites in use.
The place where Luo Xudong and others sacrificed is Kaiyuan Town, Shulan City. The town belongs to a mountainous terrain with two mountains sandwiched by a ditch, and there is a height difference between villages. At present, although the water level in some villages has dropped and personnel can be transferred normally, there are also some villages that have been blocked by heavy water. The local area is transporting more than 1900 daily necessities to the trapped villages through helicopters.
