In this public video shot in the pedestrian staircase on the 2nd floor of the Shulan Municipal Government in Jilin Province, Luo Xudong, a member of the Standing Committee of the Shulan Municipal Party Committee and Executive Vice Mayor, led Ni Feng, a senior engineer of the Jilin Water Resources and Hydropower Planning Institute, and Zhang Zhizhao, the head of the Comprehensive Second Department and the fourth level chief clerk of the Shulan Municipal People's Government Office, to hurriedly walk down the stairs.
Affected by typhoon "Dussuri", rainstorm began to fall in Shulan City, Jilin Province on the night of August 1. On August 3rd, the day this image was left, the range of heavy rainfall suddenly expanded.
That night, Shulan City was holding a city wide flood control work deployment meeting. An emergency report was delivered to the meeting site: a sudden rainstorm near Qingsong Forest Farm in Kaiyuan Town triggered a huge flash flood. After more than 100 people were transferred to the top of the office building of Qingsong Forest Farm, the communication was interrupted. The situation was unknown and the situation was critical.
On August 3rd at 20:00, Shulan City held a flood prevention work deployment meeting, with Luo Xudong as the first person on the left.
Upon receiving the news, Luo Xudong immediately stood up and said, "I'm not at ease, I must be on site!" He hurriedly rushed to the front line of the disaster with water conservancy experts Ni Feng and Zhang Zhizhao, who were familiar with the local situation.

According to Wang Bingkai, the lucky driver who survived, Luo Xudong had been contacting the towns along the way, inquiring about the flood situation and personnel evacuation, and arranging response measures.
On a pitch black night, it rains harder and harder. Wang Bingkai said that around 22:00, a water wall suddenly appeared in front of him, and the flood carried branches and stones rushing down, pushing the car down the roadbed. Luo Xudong and three others climbed onto the roof of the car, but the flood came rapidly and covered the roof in less than half a minute, dragging all four people into the flood.
The last call on Luo Xudong's phone was to Wang Jiguang, the instructor of the Shulan Fire Rescue Brigade. Wang Jiguang recalled, "He was still arranging flood prevention work, so he was afraid of casualties among the villagers."
At noon on the 6th, search and rescue personnel gradually found the bodies of Luo Xudong and Ni Feng near the Zhuqi River, more than 10 kilometers away from the incident site.

Zhuqi River is a familiar river to Luo Xudong. Starting from July 31st, he has been conducting on-site inspections at the front line of flood prevention every day.
In Luo Xudong's office, an unfinished notebook lay quietly on his desk, with work priorities written on it: "We need to transfer several villages in Shuanghe Village and one village in Fangshen Village..."
Before the incident, he had been fighting continuously on the front line of flood prevention for more than 40 hours.
