At the meeting, Chang Tiewei, Deputy Director of the Employment Department of the National Development and Reform Commission, introduced that the Party Central Committee and the State Council attach great importance to expanding domestic demand and promoting consumption. According to statistical data, in the first half of this year, the contribution rate of final consumption expenditure to economic growth reached 77.2%, and consumption continued to maintain the first driving force of economic growth. In the second half of the year, in order to maintain the momentum of economic recovery, prosper production, promote employment, and achieve the annual economic and social development goals, we must implement the decisions and deployments of the Party Central Committee and the State Council, further do a good job in promoting consumption, enhance vitality, stimulate market potential, and better play the fundamental role of consumption in economic development.
Chang Tiewei stated that in the early stage, we conducted in-depth research with relevant parties on the current and medium - to long-term factors that constrain consumption, and formed policy documents on restoring and expanding consumption, as well as a package of policy measures to promote consumption of automobiles and electronic products. Among them, the policy documents for restoring and expanding consumption are comprehensive and will be officially issued in the near future; The two documents that have just been officially issued, namely "Several Measures to Promote Automobile Consumption" and "Several Measures to Promote Electronic Product Consumption", were jointly formulated by the National Development and Reform Commission and relevant departments. The main purpose of this press conference is to introduce the situation of these two "Measures" documents to everyone.
Since the beginning of this year, driven by various consumer promotion policies, automotive marketing activities, and the large-scale launch of new models, the retail sales of automotive products in the first half of the year reached 2240.9 billion yuan, a year-on-year increase of 6.8%. In order to stabilize and expand automobile consumption, optimize the market environment, and make greater efforts to promote the sustainable and healthy development of new energy vehicles, the "Several Measures to Promote Automobile Consumption" proposes 10 measures, namely optimizing automobile purchase restriction management policies, supporting the renewal of old and used automobile consumption, accelerating the cultivation of the second-hand automobile market, strengthening the construction of new energy vehicle supporting facilities, focusing on improving the carrying capacity of rural power grids, reducing the cost of purchasing and using new energy vehicles, promoting the increase of new energy vehicle procurement in the public sector, strengthening automobile consumption financial services, encouraging automobile enterprises to develop economic and practical models, and continuously alleviating the problem of parking difficulties and chaos.
Chang Tiewei also stated that in recent years, there has been a clear trend of digital and intelligent development in electronic products, and there is great potential for upgrading consumption from "available" to "excellent". Meanwhile, due to factors such as industry cycles, international environment, and supply chains, the electronic product market has weakened. In the first half of the year, the retail sales of household appliances and communication equipment products only increased by 1.0% and 4.1% year-on-year, respectively, making them the category with slower growth in the total retail sales of consumer goods in society. In order to improve the high-quality supply system of electronic products, stabilize and expand the consumption of electronic products, the "Several Measures to Promote the Consumption of Electronic Products" proposes 12 policy measures around accelerating the upgrading and replacement of electronic products, strongly supporting the rural area of electronic products, opening up electronic product recycling channels, and optimizing the consumption environment of electronic products. These measures include accelerating electronic product technology innovation, creating new scenarios for electronic product consumption, focusing on eliminating obstacles to electronic product use, continuously promoting the rural area of home appliances, improving the sales and distribution system of electronic products, carrying out green and intelligent electronic product exhibition and sales activities, standardizing electronic product recycling channels, promoting centralized and remote recycling, reasonably ensuring the demand for temporary venues for electronic product recycling, effectively strengthening privacy protection, improving the quality standard system, and creating a green consumption atmosphere.
Chang Tiewei stated that in the next step, the National Development and Reform Commission will continue to play a good role in improving the inter ministerial joint meeting system for promoting consumption. Together with relevant departments, we will work to remove potential institutional obstacles, overcome bottlenecks, pain points, and breakpoints, and gather market forces to meet the needs of residents to upgrade their consumption and further unleash the potential of market consumption.
