On June 15th, the Xiamen Drug Control Office and the Xiamen Public Security Bureau held a press conference to announce the cracking of a major smuggling case of "obedient water". Police across 15 provinces and cities captured 46 suspect of drug smuggling and 51 bottles of "obedient water".

"Obedient water" is also known as "rapist water", "immortal water", and "amnesia water", and its main components are“ γ- Hydroxybutyric acid is a third-generation new type of drug that is colorless and odorless. It only requires a few drops to be mixed with the drink, and can cause a person to fall asleep for a short time after consumption. Excessive consumption may even lead to coma and death.

Xiamen cracked the smuggling case of "obedient water"

In September 2022, the Anti Drug Detachment of Xiamen Public Security Bureau received a report from the Anti Smuggling Bureau of Xiamen Customs that someone had falsely reported customs clearance through international express delivery under the name of "hair conditioner", suspected of smuggling drugs.

The police immediately launched an investigation and found that the buyer Cai Mouxian had repeatedly used a fake address and name to purchase so-called "hair conditioners" from overseas websites, with significant suspicion of smuggling drugs.

On September 21st, the police arrested Cai Mouxian in Xiamen and seized two bottles of "obedient water" disguised as "hair conditioners" at his residence. After investigation, the suspect Cai Mouxian bought this kind of drug for many times and sold it to others to earn a price difference, which was suspected of smuggling and trafficking drugs.

During the investigation process, the police discovered that Cai Mouxian's overseas seller had a strong anti investigation awareness, constantly changing the shipper's information, which increased the difficulty of the investigation. After analysis and judgment, the smuggling scope of this case involves 15 provinces and cities across the country, including Sichuan, Zhejiang, Jiangsu, Hebei, Shanxi, Chongqing, Shanghai, etc. It has been listed as a supervised case by the Ministry of Public Security.

In March 2023, under the command of the Narcotics Control Bureau of the Ministry of Public Security and the Narcotics Control Corps of Fujian Provincial Department, the special team was divided into seven groups, and went to 15 provinces and cities across the country to carry out a unified network capture operation. With the cooperation of local police, 46 suspect of drug smuggling were arrested at one fell swoop, and 51 bottles of "obedient water" containing GHB were seized.

In the face of a large amount of evidence, the suspects truthfully confessed the facts of the crime. According to the suspect's confession, these "obedient waters" were smuggled into Southeast Asia by contacting sellers through overseas websites to purchase and falsely reporting the quantity and product name.

How terrifying is obedient water?

It is reported that "obedient water" is different from the first generation traditional drugs such as controlled heroin and the second generation synthetic drugs such as methamphetamine. It is a drug analogue obtained by criminals modifying the chemical structure of controlled drugs in order to evade attacks, but it also has the same harm as drugs and belongs to the third generation of drugs.

At present, in most cases, "obedient water" is used to turn over victims to facilitate suspect to commit sexual assault or other criminal acts. Therefore, it has a number of more straightforward or confusing names, such as "amnesia water", "superstitious water" and "fairy water". The main component of "obedient water", GHB, belongs to the first category of psychotropic drugs in China and is subject to strict control. Illegal production, operation, use, storage, and transportation of GHB will bear legal responsibility.

"Obedient water" cannot truly make people "obedient", but rather causes them to become limp, unconscious, hallucinations, and may even lead to "anterograde forgetting". Even if they witness their own victim process, they may not remember or have chaotic memories afterwards.

"Obedient water" is a central nervous system inhibitor that works very quickly and is very easy to disguise. It is almost colorless and tasteless, and is easily soluble in water and alcohol. It is difficult to detect when mixed with beverages and alcohol, and after drinking it, it may cause a feeling of drunkenness and mistake it for being drunk.

The "obedient water" has a rapid metabolism and will be discharged from the human body soon after taking it. It is difficult to punish the suspect without timely sample collection, so it has become the "preferred" choice of many criminals.

Overpowering drugs themselves have serious side effects and sequelae. And after being used by lawbreakers, the victims may also suffer from unexpected pregnancy, AIDS, sexually transmitted diseases and other physical injuries and mental trauma.

What's even more terrifying is that the perpetrator usually uses crude methods to administer medication, regardless of the dosage, only seeking to overturn it. And the safe dosage of these drugs is very small, which can easily cause drug poisoning, liver failure, and respiratory depression in the victim due to excessive administration. Poisoned individuals may also experience respiratory obstruction due to inhaling their own vomit, leading to suffocation or even death!

The police remind that new drugs are more camouflage and tempting than traditional drugs. The general public should keep their eyes open, improve their ability to identify drugs, resist negative temptations, consciously stay away from drugs, and not have a mentality of taking chances.
