Joint Statement of the People's Republic of China and New Zealand on Comprehensive Strategic Partnership
1. At the invitation of the People's Republic of China Premier Li Qiang, New Zealand Prime Minister Chris Shipkins will pay an official visit to the People's Republic of China from June 25 to 30, 2023.
During 2. visit, President Xi Jinping met with Prime Minister Hipkins, Premier Li Qiang held talks with Prime Minister Hipkins, and Zhao Leji, Chairman of the Standing Committee of the National People's Congress, met with Prime Minister Hipkins. The leaders of the two countries had an in-depth exchange of views on China-New Zealand relations and international and regional issues of common concern.
3. and New Zealand reaffirmed the importance of the 1972 Joint Communiqué on the Establishment of Diplomatic Relations between the People's Republic of China and New Zealand and the 2014 Joint Statement on the Establishment of a Comprehensive Strategic Partnership between the People's Republic of China and New Zealand, and agreed to strengthen high-level relations on the basis of the 50th anniversary of the establishment of diplomatic relations between the two countries. Exchanges, deepen cooperation, enhance understanding, and manage differences. The two sides reaffirmed their respect for each other's sovereignty and territorial integrity in accordance with the Charter of the United Nations. New Zealand reiterates its adherence to the one-China policy.
4. and China agreed to strengthen cooperation in food safety, agriculture, customs and trade facilitation, scientific and technological innovation and law enforcement on the basis of recent dialogues in the fields of diplomacy, economy and trade and national defense.
5. and China welcome the entry into force of the Protocol on the Upgrading of the China-Singapore Free Trade Agreement in 2022, which will expand and modernize the original agreement. The two sides will start negotiations on the negative list of trade in services in 2023. The two sides are willing to strengthen bilateral trade, expand cooperation in e-commerce, service trade, green economy and other fields, and promote the establishment of a dialogue mechanism for new energy vehicles. The two sides agreed to maintain communication on the "the belt and road initiative" initiative.
The 6. sides welcome the resumption of personnel exchanges since the reopening of the border and agree to strengthen cultural, sports, education, aviation, tourism, local and academic exchanges and cooperation between the two countries.
7. and China reaffirm the importance of maintaining a multilateral rules-based trading system with the World Trade Organization at its core, an open and inclusive world economy, and a resilient global supply chain. The two sides are committed to jointly promote the 13th Ministerial Conference of the World Trade Organization to achieve concrete results in the areas of dispute settlement mechanism, fishery subsidies, agriculture and other areas, and support the necessary reform of the World Trade Organization to improve all its functions.
8. and China reaffirm their strong commitment to the realization of the APEC Putrajaya Vision 2040, including the implementation of the Oteo Roa Action Plan. To this end, the two sides will strengthen cooperation under the APEC framework, including cooperation in the fields of sustainable and inclusive trade.
9. the two sides emphasize cooperation within the framework of the Regional Comprehensive Economic Partnership Agreement. Singapore welcomes China's application to join the "Comprehensive and Progressive Trans-Pacific Partnership Agreement" and notes that the economies applying for accession have demonstrated that they can meet the high standards of the agreement. Regarding the Digital Economy Partnership Agreement, Singapore welcomes China's participation in the ongoing in-depth discussions of the working group.
The 10. sides stressed the importance of taking concrete actions to address climate change and welcomed the fruitful exchanges they are carrying out in this area, including regular ministerial-level dialogues. The two sides pointed out the need to ensure the successful implementation of the Kunming-Montreal Global Biodiversity Framework.
11、 Both sides reiterated their joint commitment to multilateralism, reaffirmed the importance of maintaining a multilateral system centered on the United Nations and based on international law, and resolved international disputes through dialogue and consultation in accordance with the United Nations Charter.
12、 Premier Li Qiang and Premier Hopkins jointly witnessed the signing of the following cooperation documents:
Strategic Plan for Enhancing Agricultural Cooperation between the Ministry of Agriculture and Rural Affairs of the People's Republic of China and the Ministry of Primary Industries of New Zealand;
The General Administration of Customs of the People's Republic of China and the Ministry of Primary Industry of New Zealand's Export Plan on Plant Quarantine Requirements for New Zealand Fresh Kiwi Exported to China;
Memorandum of Arrangement between the State Forestry and Grassland Administration of China and the New Zealand Ministry of Primary Industries on Forestry Cooperation;
The Food Safety Capacity Building Cooperation Project between the State Administration for Market Regulation of China and the New Zealand Ministry of Primary Industries;
The Five Year Roadmap for Science and Technology Cooperation between China and New Zealand, 2023-2027;
Cooperation Arrangement between China China National Intellectual Property Administration and New Zealand Intellectual Property Office;
Agreement between the Ministry of Education of the People's Republic of China and the Ministry of Education of New Zealand on Mutual Recognition of Higher Education Qualifications and Degrees.
