During the critical flood control period of "Seven Down and Eight Up" this year, there were four large-scale and significant precipitation weather processes in northern China. Multiple rivers have rapidly risen in water levels, and many areas with year-round drought and little rain have experienced floods. In the face of extreme weather, the vast number of party members and cadres have acted upon hearing the flood, adhering to the principle of putting people first and life first, implementing detailed flood prevention measures, and building a solid dam to safeguard the safety of people's lives at the grassroots level.
Autumn is a period of high incidence of typhoon disasters. Currently, China is still in the main flood season, and there is still a possibility of accidents during the retreat stage of the Haihe River Basin. Some small reservoirs and embankments with weak foundations often have higher risks, and the difficulty of transferring personnel management gradually increases over time. In addition, local areas such as southern China, Jiangnan, southern western Sichuan, and Yunnan have scattered and frequent heavy rainfall, while the drought situation in the northwest region continues and may further develop. The situation of flood control and drought resistance remains very complex. We must further consolidate the achievements of flood control and disaster relief, with a sense of responsibility that is always at ease, further tighten and compact responsibilities, refine and implement task division, and conscientiously carry out all work, putting the safety of the people's lives first and putting them into practice.
To do a good job in flood prevention and disaster relief, we must provide full chain support for preventing and resolving disaster risks. Flood prevention and disaster relief is a systematic project, and all regions and departments should firmly establish the concept of "one game", emphasizing both division of labor and cooperation. From closely monitoring changes in rainfall and water conditions, to strengthening hidden dangers in geological disaster points, and to strengthening inspections, protection, and emergency response in flood discharge channels, flood storage and detention areas, we must tighten our belts and not slack off, truly achieving the goal of "no more than flood season, continuous inspection, and continuous rectification", urging administrative responsible persons at all levels to be on duty, sinking to the front line, and leading the way to eliminate various risks and hazards before disasters occur.
We need to focus on solving the "last mile" problem of early warning landing. Forecast and early warning information is the starting gun for disaster prevention and reduction, and must be sounded before disasters occur. We need to closely monitor the development and changes of rainfall, water conditions, and typhoons, implement a disaster warning and emergency response linkage mechanism that directly reaches grassroots responsible persons, and provide forecasting and warning service products according to different needs at different stages of meteorological disaster evolution. In this process, we will finely mobilize and deploy them at different levels and regions. Only by quickly transforming meteorological monitoring, forecasting, and early warning information into disaster prevention and reduction actions of governments at all levels and the public, can we firmly grasp the initiative of flood prevention and disaster relief.
Every sudden disaster is a test of existing emergency mechanisms. We need to comprehensively carry out the work of identifying weak points and addressing weaknesses in flood prevention and disaster relief, establish a ledger, conduct comprehensive inspections, focus on preventing and resisting major floods, and quickly identify and make improvements to the weak links exposed in flood prevention and disaster relief. It is essential to make up for the shortcomings in disaster prevention infrastructure and grassroots emergency capabilities. Carefully review and summarize, continuously improve the emergency response plan system, strengthen the construction of disaster prevention and reduction hardware infrastructure, take various measures to improve the comprehensive rescue force reserve, and comprehensively enhance the emergency rescue response and support capabilities.
