Just as some real estate developers in cities have been stopped for lowering prices to disrupt market order, a city in Sichuan Province has opened up a window for developers to lower prices and promote sales.
On August 1st, the Economic Development Zone of Ya'an City, Sichuan Province issued 15 measures to support the demand for rigid and improved housing and ensure the stable and healthy development of the real estate market. In addition to providing subsidies for residents to purchase houses, the document is more eye-catching in encouraging real estate companies to promote, and group buying discounts do not limit the decline.
The "15 Economic Development Zones" will provide incentive measures for promotional activities of development enterprises. The document clearly states that from July 1, 2023 to June 30, 2024, individual real estate projects with a sales area of 50000 square meters, 800000 square meters, and over 100000 square meters of commercial housing will be rewarded with 400000, 800000, and 1.2 million yuan respectively.
Moreover, Ya'an Economic Development Zone fully supports real estate enterprises to organize specialized work forces to carry out urban marketing outside the three districts. For individual real estate projects with a sales area of over 30000 square meters of commercial housing outside the three districts from July 1, 2023 to June 30, 2024, a reward of 200000 yuan will be given.
Of particular concern is that the "15 Measures for Economic and Technological Development Zones" explicitly state that real estate development enterprises should fully support the active implementation of group buying activities targeting party and government organs, employees of enterprises and institutions, medical personnel, teachers, migrant workers, and workers outside the third district to purchase commercial housing. The preferential prices for group buying by development enterprises are not included in the range of the decline in the recorded prices of commercial housing.
First Financial called the Planning, Construction and Housing Security Bureau of Ya'an Economic Development Zone, and relevant personnel from the bureau stated that the policy encourages developers to carry out group buying and sales activities for homebuyers. The specific group buying prices are not participated by government departments and are determined through direct negotiation between homebuyers and developers. The policy also specifies that there is no limit on the proportion of recorded price drops.
Regarding the specific operation of the 6 types of group buying groups specified in the document, the person stated that the developer will have a policy for group buying sales. Once the number of homebuyers reaches a certain number, they can negotiate discounted prices for group buying. Regarding this, officials from the Housing and Urban Rural Development Bureau of Ya'an City stated that the "Ya'an 16 Measures" do not include the lifting of restrictions on group buying discounts, which is a voluntary action by the Economic Development Zone.
After the promulgation of Article 16 in Ya'an, Baoxing County and Tianquan County under Ya'an also successively introduced policies. However, Baoxing County does not encourage real estate development enterprises to promote, while Tianquan County "fully supports real estate development enterprises in carrying out housing group buying activities for medical personnel, teachers, migrant workers, and Tianquan's overseas workers, and provides appropriate housing purchase discounts."
