Is there a secondary charge for picking up packages at remote township express delivery outlets? Hechi, Guangxi: No mandatory charges for townships | express delivery | branches
In response to the issue raised by netizens about "secondary charges for picking up parcels at township express delivery outlets in Du'an Yao Autonomous County", on June 3, the Office of the Hechi Municipal Committee in Guangxi replied that the "secondary charges for township express delivery" reported by netizens should refer to the fees incurred by express delivery companies such as Shentong, Yuantong, Zhongtong, Jitu, and Yunda in Du'an County who were unable to deliver parcels for free in remote townships. When people pick up parcels at township express collection service points, they should pay service fees ranging from 3-5 yuan according to the agreement signed with the express collection service point.
The response stated that these companies do not impose mandatory fees on express delivery service points in towns and villages 20 kilometers away from the county seat, and "have been rectified and met the requirements". They will publicly disclose or inform the corresponding service items, fee standards, and other content in their business premises.
Public reports show that many regions have rigorously investigated the issue of "secondary fees" in the express delivery industry.
Official: No mandatory charges
On April 23rd, some netizens reported on the "Leadership Message Board" of People's Daily that the secondary charges at township express delivery outlets in Du'an Yao Autonomous County, Hechi City, Guangxi were severe, and they "hope to be dealt with.".
On June 3rd, the Office of the Hechi Municipal Party Committee replied that from May 15th to 16th, relevant law enforcement personnel from Du'an County organized inspections of 39 express delivery service outlets in various townships throughout the county. At present, the main express delivery services in the towns and villages of the county include Shentong, Yuantong, Zhongtong, Yunda, Jitu, Postal, SF, JD, Tmall, Vipshop, etc. Postal, SF, JD, Tmall, Vipshop and other express delivery services do not charge any fees for pick-up at the end points of each town. Shentong, Yuantong, Zhongtong, Yunda, and Jitu express have set up free pick-up service points in each town and village since November 2022.
In response to the "charging situation", the response stated that after a visit and investigation, before November 2022, express delivery companies such as Shentong, Yuantong, Zhongtong, Jitu, and Yunda set the free delivery range for their express delivery to townships within 20 kilometers from the county's urban area due to logistics costs and other reasons. If it exceeds this range, the public will pick up the package at the county's urban express delivery point on their own. In order to solve the problem of difficult pick-up for the masses, five companies including Du'an Shentong, Yuantong, Zhongtong, Jitu, and Yunda have negotiated to establish Du'an Baiyuntong Trading Company. Du'an Baiyuntong Trading Company is authorized to distribute express delivery to towns and villages 20 kilometers away from the county seat. Baiyuntong Trading Company signs agreements with express delivery service points in various towns and villages, authorizing them to transport express delivery to their respective towns. When the masses go to the express delivery service point in the town to pick up packages, they pay service fees ranging from 3-5 yuan according to the agreement signed with the express delivery service point. After visiting the public, the majority of them recognize the delivery mode of the express delivery and are willing to pay service fees to reduce the trouble of picking up packages in the county. A few people think that charging service fees is a bit expensive and are unwilling to pay, but the express delivery service point does not impose fees. The "secondary charges for township express delivery" reflected by netizens should refer to the expenses incurred by the above-mentioned "Four Links and One Delivery" express delivery companies due to their failure to provide free delivery in remote townships.
According to the reply, after receiving complaints from the public about the additional fees charged for express delivery in remote towns, Du'an County attaches great importance to it and immediately organizes relevant departments to carry out special rectification of the problem. Recently, 9 express delivery operators who provide express delivery collection services without clear pricing have been ordered to make corrections, and 2 express delivery operators who refuse to make corrections have been investigated and dealt with. At present, the township express delivery collection service points have been rectified and meet the requirements. They have publicly displayed or informed the corresponding service items, fee standards, and other content on their business premises, and no price violations have been found yet.
Many places have rigorously investigated "secondary fees"
The so-called "secondary charges" refer to consumers who have already paid for postage or promised free shipping by the merchant during online shopping, but are forced to pay for pick-up or delivery fees by the courier service outlet when picking up the package. This type of situation generally occurs more frequently in remote or rural areas.
According to the China News Jingwei client, in July 2021, at the regular briefing of the State Council on policies held by the State Council Information Office, a series of industry violations such as illegal charges were found in some township express outlets. Jin Jinghua, director of the Market Supervision Department of the National Post Office, said that, next, first, the registration procedures for rural express terminal outlets will be simplified, the Express Market Management Measures and the national standards for express services will be revised, and the exploration of business models that conform to the actual situation in rural areas will be encouraged. Secondly, stricter regulatory measures will be implemented in accordance with the law for acts that harm the legitimate rights and interests of users. We have zero tolerance for corporate violations of fees and insist on discovering and punishing them together.
According to the International Financial News, industry insiders have analyzed that after forming a delivery relationship, express delivery companies and consumers essentially reach a commercial contract, and the price itself includes the costs of each link in the entire delivery process. Unless it is notified in advance that additional fees will be charged, no matter how far the terminal is, since it has already promised, there is no reason to charge users again. Secondly, the practice of transferring costs that should have been borne by the courier company to the user violates the legitimate rights and interests of the user, which is not only unfair but also an obvious illegal act.
However, some experts also suggest that we should objectively consider the rationality of the "secondary fees" for rural express delivery. To solve this problem, we should not only respond to consumer concerns, but also based on the objective reality of high express delivery costs in the rural market, and be cautious of a "one size fits all" approach.
According to a report by Jiupai News in September 2022, in response to netizens reporting "secondary charges at the express delivery network in Haijie Village, Majie Town, Luliang County", the Postal Administration of Qujing City, Yunnan Province, replied that the bureau has imposed administrative penalties on five express delivery companies in Luliang County, including Zhongtong, Yuantong, Shentong, Yunda, and Jitu, with a fine of 15000 yuan each, and demanded an immediate cessation of illegal activities. At the same time, starting from September, the second round of concentrated rectification actions for illegal charges of express delivery end services will be carried out throughout the city in 2022, urging enterprises to strengthen their main responsibility implementation and eliminate illegal charges of express delivery end services.
According to the report, from April to June 2022, in accordance with the unified deployment of Yunnan Postal Administration, Qujing Municipal Bureau carried out a centralized rectification action on illegal charges for express delivery terminal services throughout the city. A notice of rectification has been issued to brand express delivery enterprises such as Zhongtong, Shentong, Yuantong, Yunda, and Jitu in Xuanwei City for their illegal charging behavior in rural areas, demanding the cessation of illegal activities.
