Involving 40 department level cadres from Zhenjiang, Suqian, and Huai'an, Jiangsu is holding accountable for the transfer of central environmental protection supervision | ecological environment | environmental protection
From March 25 to April 25, 2022, the Second Central Ecological Environment Protection Inspection Group conducted the second round of central ecological environment protection inspections in Jiangsu Province, and provided feedback on the inspection report to Jiangsu Province on June 1. Three ecological environment damage accountability issues were simultaneously transferred, requiring investigation and handling in accordance with laws and regulations.
According to the unified deployment of the Provincial Party Committee, the Provincial Commission for Discipline Inspection and Supervision has established a leading group for the accountability of the transfer of responsibilities for central ecological environment protection supervision, formulated a work plan for accountability, and carried out truthful verification, precise and standardized identification of responsibilities for the three ecological environment damage issues transferred, and carried out accountability work in accordance with laws and regulations. According to the facts found out, in accordance with the Regulations of the CPC on Disciplinary Punishment, the Regulations of the CPC on Accountability and other relevant provisions, and with the approval of the provincial party committee, two responsible units and 89 responsible persons were held accountable, including 4 department level cadres, 36 department level cadres, and 49 section level and below cadres; 51 people were disciplined for party discipline and government affairs, 14 people were given admonition talks, and 24 others were dealt with. The relevant situation is hereby reported as follows:
1. Zhenjiang City, the Yangtze River shoreline clean-up and remediation is not effective, and ecological and environmental problems are prominent. Zhenjiang City has not included all projects that occupy rivers in violation of laws and regulations such as the Water Law and River Management Regulations in the clean-up and remediation list, and there is a problem of underreporting and underreporting. On-site spot checks found that there are still 19 projects within the scope of river management in the Zhenjiang section of the main stream of the Yangtze River that have not obtained the approval procedures for river-related construction projects, including 9 construction projects before the promulgation and implementation of the "the People's Republic of China Water Law" and 10 construction projects after the promulgation and implementation. The Xisha Bay Star Hotel, which was established by the relevant departments of Yangzhong City in the name of water conservancy facilities, is located in the Yangtze River. Yangzhong City knew that the project was illegal, but it was still reported as a water conservancy facility during the superior investigation. Dantu District Anfeng Shipbuilding Co., Ltd., the revitalization of the marine ship heavy industry Co., Ltd. two enterprises after 2021 still have the problem of using construction waste, industrial solid waste to fill the beach erosion of the river surface. Jiangsu Fuxing Ship Repair and Building Co., Ltd. illegally occupied the Yangtze River coastline without approval for a new ship repair and dismantling project, and oily wastewater was discharged directly into the Yangtze River. Zhenjiang Huantai Silicon Technology Co., Ltd. illegally occupied 430 acres of beach land to build factories and production facilities. Jiangsu Yuanze Electric Co., Ltd. produces waste water to steal the Yangtze River. Yangzhong Zhongkang Animal Husbandry Co., Ltd. is located in the Yangtze River, unauthorized shutdown of sewage treatment facilities, manure wastewater directly discharged into the Yangtze River. Zhenjiang Huasheng New Material Co., Ltd. and Yangzhong Longchang Plastic Waste Processing Plant have built 9 plastic particle production lines within the management scope of the Yangtze River, and the "two breaks and three cleavages" are not in place. The relevant departments and districts of Zhenjiang City do not have enough understanding of the importance of the protection and restoration of the ecological environment of the Yangtze River, the clean-up and rectification of illegal projects along the Yangtze River coastline is not in place, and the supervision and law enforcement work is not effective.
According to the investigation, the Yangzhong Municipal Party Committee and the Municipal Government were ordered to make a written inspection to the Zhenjiang Municipal Party Committee, and the Yangzhong Ecological Environment Bureau Party Group was ordered to make a written inspection and notify the Zhenjiang Ecological Environment Bureau Party Group. In accordance with the authority of cadre management, Pan Zaoyun, former vice mayor of Zhenjiang City, was expelled from the party, expelled from public office, and transferred to the procuratorial organ for examination and prosecution; Zhang Dejun, secretary of the Yangzhong Municipal CPC Committee, Jia Sheng, deputy secretary of the Yangzhong Municipal CPC Committee and mayor, criticized and ordered a written inspection; Lin Chengchun, vice mayor of Yangzhong City, was given an inner-party warning; Hu Guangliang, deputy mayor of Dantu District; jing Jian, former head of the pollution Control Section of the Yangzhong Environmental Protection Bureau, and Cai Huayong, former deputy captain of the Yangzhong Environmental Supervision Brigade, were suspected of serious violations of discipline and law, were expelled from the party, expelled from public office, and transferred to the procuratorial organ for review and prosecution; Suhuan Water Co., Ltd. The former person in charge Sun Qi terminated the labor contract and was expelled from the party. He has been transferred to the procuratorial organ for review and prosecution for other suspected environmental pollution crimes, the other 20 personnel were separately disciplined or organized.
2. Suqian City ecological protection is not in place, the Grand Canal Suqian section of the ecological environment problems. In 2018, the central ecological and environmental protection inspector "looked back" and assigned Suqian Yuxing Chemical Company to store phosphogypsum in the open air on the shoreline of the Grand Canal and secretly discharge waste water into the storage yard. Under the condition that tens of thousands of tons of phosphogypsum were still stored in the site, Suyu District reported in July 2019 to complete the rectification and apply for cancellation number. After the Jiangsu provincial eco-environmental protection inspector pointed out the problem in November 2019, the local government reported again in June 2020 to complete the rectification sales number when the rectification was not in place. Before the inspector moved in, the local area raided more than 47000 tons of solid waste such as phosphogypsum and buried a large amount of solid waste on the spot. After the inspection team pointed out the problem, the local area cleaned up about 40000 tons of solid waste mixed soil. The concentration of total phosphorus and ammonia nitrogen reached 3350 mg/L and 172 mg/L respectively, which posed a serious threat to the water environment safety of the Grand Canal. After the introduction of the Grand Canal plan, Siyang County and Suyu District respectively sold 24000 square meters and 108000 square meters of land for the construction of industrial projects. Jiangsu Huiran Industrial Co., Ltd. has long illegally occupied about 130 mu of land adjacent to the Grand Canal to pile up industrial solid waste. The mixed flow of rain and sewage in the pipe network around the Maling River is serious, and a large amount of rain and sewage are mixed and discharged into the Maling River. There are many direct discharge outlets and overflow outlets for sewage in the Minli River and Xiao Bai River in the main urban area of Suqian City. The relevant departments and districts of Suqian City are not in place to protect the ecological environment of the Grand Canal, the construction of the green ecological corridor of the Grand Canal is not resolute, and the problems assigned by the inspectors are perfunctory rectification, and the ecological environment safety of the Suqian section of the Grand Canal is threatened.

The sewage collection and treatment in some districts and counties of Huai'an City in 3. is not in place, and the problem of water environment pollution is prominent. The construction of urban sewage pipe network and the transformation of rain and sewage diversion in Huai'an City are not in place. In 2021, the centralized collection rate of urban domestic sewage is only 44%, and the problem of direct discharge of domestic sewage is more common. On-site inspection found that about 3 kilometers of the Yanhe City section of the river, there are 5 rainwater outlets that directly discharge sewage on sunny days, forming an obvious pollution zone on the river surface. Huaian City Development Zone Harvest River, Qingan River in Qingjiang Pu District, Lianshui County Chengbei Dagou, Post and Telecommunications Dagou all have direct sewage discharge. Huai'an City in 2021 to build 51 water monitoring, found 27 black odor. The new pipe network of Yanhe District, Huaiyin District, which completed the sewage interception transformation in 2021, has many damages, a large amount of sewage is discharged directly, and the surrounding water body is heavily black and smelly. Spot checks found that Qing'an River and Hongfu River in Qingjiang Pu District were black and smelly. Due to the inadequate collection and treatment of regional sewage and environmental improvement along the route, a large amount of sewage and garbage are accumulated in the upstream of the drainage pumping station and culvert gate, and the water quality of the upstream tributaries of Huaian national and provincial assessment sections is poor. In March 2022, local monitoring of drainage pumping stations and culvert dams within 10 kilometers upstream of the section found that of the 76 sampling points, Class V and inferior Class V points accounted for 21%. During the flood seasons of 2020 and 2021, the water quality of six water bodies, including the South Liutang River, decreased significantly. In July 2021, the excellent water quality rate of 11 national assessment sections in the city was only 27.3 percent, down 9.1 percentage points from the same period last year, and the water quality of four rivers, including Zhaogong River, was reduced to inferior V. The relevant departments and districts of Huai'an City do not pay enough attention to the prevention and control of water pollution, the construction of environmental infrastructure is not promoted effectively, the collection and treatment of domestic sewage is not in place, and there is an obvious gap in water environment treatment.

The relevant functional departments lack strong awareness of ecological environment protection, fail to fulfill their duties effectively, and fail to effectively promote the resolution of prominent ecological environment issues.
