According to an accident investigation report released on the official website of Urumqi High tech Zone on August 23, 2023, at 16:21 on June 15, 2023, a fatal accident occurred in the cargo hold of aircraft No. 11 at the apron of Diwobao International Airport in the High tech Zone, resulting in a direct economic loss of approximately 930000 yuan.
The deceased, Tian Moumou, was an apron loading and unloading worker employed by Xinjiang Tianhui Commercial Management Co., Ltd. He was male, Han ethnicity, 50 years old, residing in Qiyou County, Shaanxi Province. He lived in the training apartment of Xinjiang Airport Group and did not sign a labor contract.
The accident investigation team believes that it is not ruled out that Tian fell from the cabin and died after a sudden illness.
On June 15th, flight number MU2959/2960, stopping at Flight 11. The front cargo hold of the aircraft is 1 hold, carrying 1720KG of cargo; The rear cargo hold consists of hold 3, hold 4, and hold 5, with hold 3 carrying 708KG of cargo, hold 4 carrying 796KG of luggage, and hold 5 carrying 400KG of luggage.
At 15:34, Tian, a dispatched employee of Xinjiang Tianhui Commercial Management Co., Ltd., entered the control area through the T2 employee passage. Tian was assigned to participate in apron loading and unloading work at the 11th aircraft stand. At 15:54, the flight landed and began loading and unloading work. At 16:21, Tian squatted at the cabin door to rest. During the rest, his body collapsed and fell to one side, sliding from the rear cargo hold onto the luggage transfer vehicle and then onto the apron ground. Subsequently, the apron supervisor stepped forward to check the situation of Tian and reported to the OMC shift leader by phone to notify the emergency personnel. At 16:27, the emergency personnel arrived and provided on-site treatment to the person involved. Ten minutes later, the emergency personnel sent the employee to the emergency center for further rescue. After about an hour of ineffective rescue, Tian died.
After the accident, the on-site personnel immediately reported to their superiors and protected the scene. The on-site personnel unbuttoned the deceased Tian's clothes to dissipate heat, and contacted the airport's on-site emergency personnel. The professional emergency personnel arrived at the scene 6 minutes after the incident, reacted quickly, and handled the emergency properly. However, the on-site personnel lacked the ability to provide first aid and were unable to immediately perform cardiopulmonary resuscitation on the deceased.
According to the description of Tian's brother Huang, his brother Tian had suffered from various underlying diseases such as heart disease and hypertension, and believed that Tian's cause of death was due to a sudden illness.
On June 15, 2023, Xinjiang Civil Aviation Hospital issued a medical certificate of death for residents, which showed that the deceased, Tian, died on June 15, 2023. The direct cause of death was sudden death, and the diseases causing sudden death were malignant arrhythmia and acute coronary syndrome.
The accident investigation team believes that based on evidence analysis, it cannot be ruled out that Tian fell from the cabin and died after a sudden illness.
Through on-site investigation, inquiry, and analysis of video data at the accident site, it was ruled out that Tian fell from the rear cargo hold onto the luggage transfer vehicle and onto the apron ground due to external forces and slip during the operation process.
The accident investigation team believes that Xinjiang Tianhui Commercial Management Co., Ltd. has lax management of workers and failed to conduct pre employment health examinations and occupational health hazard notifications in a timely manner. The first aid training was not carried out seriously, and the on-site personnel lacked the ability to provide first aid, and were unable to immediately carry out cardiopulmonary resuscitation first aid. The company should take this accident as a lesson, establish and improve its own safety production responsibility system and enterprise safety production rules and regulations. In accordance with relevant laws and regulations such as the Occupational Health Supervision and Management Measures, establish and improve the occupational health supervision system to ensure the implementation of occupational health supervision work. Seriously carry out the supervision and management of occupational health monitoring for employees in our unit, strengthen safety management for labor personnel, enhance training on emergency rescue capabilities for labor personnel, conduct health screening for employees entering the work site, and prohibit personnel with occupational taboos from entering the work site to avoid similar accidents.
