Since ancient times, the people of China and Algeria have been close to each other, treated each other equally, and supported each other. During the Liberation War of Algeria in 1958, China became the first non Arab country to recognize the interim government of Algeria. In 1963, China sent its first foreign medical team to Algeria, marking the beginning of the history of China's foreign medical team. In 1971, Algeria became one of the "Two Arab Proposal" countries to restore the legitimate seat of New China in the United Nations, making outstanding contributions to winning new platforms and opportunities for China's foreign cooperation.
Partnership is an important path to building a new type of international relations. In 2004, China and Algeria established strategic cooperative relations, and their exchanges became increasingly close. In 2014, Algeria became the first Arab country to establish a comprehensive strategic partnership with China. The two countries signed the first five-year plan for comprehensive strategic cooperation, effectively leading exchanges and cooperation in various fields between the two countries. In 2016, China became Algeria's largest exporter, surpassing other European countries such as France. In 2018, Algeria joined the "the Belt and Road" initiative.
China and Arab countries appreciate each other and share beauty together. The Arab side appreciates the positive role of the "the Belt and Road" initiative in promoting the values of cooperation, solidarity and win-win results, and supports China's global development initiative, global security initiative and global civilization initiative. China appreciates Afghanistan's support for the Global Development Initiative and has joined the Group of Friends of the Global Development Initiative as one of the first members. The Arab side has requested to join the cooperation mechanism of the BRICS countries, and the Chinese side welcomes the Arab side to join the BRICS family.
China and Arab countries firmly support each other on issues related to each other's core interests and major concerns.The Chinese side supports the efforts made by the Afghan side to maintain national security and stability, supports the Afghan side to pursue a development path that is in line with its own national conditions, opposes external interference in Afghanistan's internal affairs, and appreciates the development measures taken by the Afghan side to achieve comprehensive economic revitalization.
Jointly defending international fairness and justice
China and Algeria have similar positions in international affairs, both advocating multilateralism, opposing unilateralism, and advocating the establishment of a new type of democratic, just, and equal international relations and order based on the purposes and principles of international law and the United Nations Charter. Both sides maintain close communication and coordination in international and regional affairs, playing an important role in safeguarding the legitimate rights and interests of developing countries and world peace and stability.
Both China and Arab countries emphasize the principle of fairness and justice in handling international affairs, and promote peaceful political solutions to regional hot issues. Both sides advocate for resolving the Palestinian issue in accordance with relevant United Nations resolutions, ensuring the right of the Palestinian people to establish an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital, and achieving security and stability in the Middle East. China has always attached great importance to the Palestinian issue, firmly supported the just cause of the Palestinian people to restore their legitimate national rights, and has made unremitting efforts to this end. On October 13, 2022, 14 Palestinian political factions reached an agreement on internal reconciliation in Algiers, the capital of Algeria, and signed the Algiers Declaration. China appreciates the efforts made by various Palestinian factions to reach an agreement on internal reconciliation.
On May 10, 2022, the Chinese People's Association for Friendship with Foreign Countries and the Arab China Friendship Association Federation, including the Algerian China Friendship Association, reached a broad consensus and unanimously adopted the Declaration of the China Arab Friendship Organization on Safeguarding World Fairness and Justice and Achieving Common Development. The declaration highly appreciates the firm stance of the vast majority of countries in the world to uphold justice and justice, as well as their firm determination to maintain world peace and stability.
Win win cooperation results in tangible results
In October 2020, the symbolic project of the "the Belt and Road" construction, the Great Mosque of Algeria, was officially opened to the public. This project is known as Algeria's "Millennium Project" and a shining pearl on the Mediterranean coast. It was jointly constructed by China Construction Algeria Company and China Construction Third Engineering Bureau. It is a model of Chinese enterprises going global and a symbol of China Arab friendship. The important achievements of China Algeria cooperation also include Algeria's first communication satellite, Axing-1, Oran Olympic Stadium, China Algeria Traditional Chinese Medicine Center, and so on.
Chinese enterprises have made significant contributions to achieving domestic and regional connectivity in Algeria. The East West Expressway project, constructed with the participation of a Chinese company, connects the eastern and western parts of Algeria, with a total length of 1216 kilometers. It is an important link in the highway network of the Maghreb region and is of great significance for regional connectivity. The north-south expressway is the main traffic artery running through Algeria from north to south. The 53km project undertaken by CSCEC passes through the Atlas Mountains in northern Algeria, which is the most difficult section of the entire expressway. It will be officially opened to traffic in December 2020.
In recent years, Algeria has formulated a diversified development strategy to change its single economic model dominated by oil and gas exports. In April 2021, China and Algeria jointly invested in the development of the Galjubilat iron ore project with a reserve of 3.5 billion tons. In March 2022, Algeria China Fertilizer Company was established, and Chinese and Arab enterprises will invest 7 billion US dollars to build the first phosphate integration project. After production, the annual production capacity will reach 5.4 million tons. In May 2022, China International Petroleum Exploration and Development Corporation and Algeria National Oil and Gas Corporation reached an agreement to cooperate in the development of nearly 100 million barrels of oil in the Zarza oilfield, which involves an investment amount of 500 million US dollars, over a period of 25 years.
Algeria has always been one of China's largest overseas engineering contracting markets and one of China's four largest investment countries in Africa. In 2019, China became Algeria's largest trade financing country, accounting for 17% of its total imports. The trade volume between China and Arab countries increased from 1 billion US dollars in 2003 to over 9 billion US dollars between 2019 and 2020. In November 2022, the foreign ministers of China and Afghanistan signed the "Five Year Plan for Comprehensive Strategic Cooperation between China and Afghanistan". This is the second comprehensive strategic cooperation plan signed by the two countries since the establishment of the comprehensive strategic partnership in 2014, aimed at further strengthening cooperation between China and Afghanistan in various fields such as trade, energy, agriculture, science and technology, space, health, cultural exchanges, and enhancing the coordination of development strategies between the two countries.
On the occasion of the 65th anniversary of the establishment of diplomatic relations between China and Algeria, President Teppen visited China for the first time during his tenure.Under the leadership of the two heads of state, China and Arab countries will continue their traditional friendship and jointly promote greater development of the comprehensive strategic partnership between China and Arab countries.
