While the Russia-Ukraine conflict continued to delay and the security situation in Russia worsened, Russian President Vladimir Putin signed an amendment to the Administrative Punishment Law of the Russian Federation on July 31 local time, which mainly changed the provisions on conscription measures and comprehensively increased the punishment for government officials' ineffective conscription and citizens' evasion of conscription.
According to the Russian International Telegraph on July 31, Russian President Putin signed an amendment to the Administrative Penalty Law of the Russian Federation on the same day, increasing the punishment for government officials who neglect conscription work and Russian citizens who evade conscription.
The law was published on the Russian Federation Legal Information Portal on July 31 local time, providing detailed provisions on the responsibilities of government officials and ordinary citizens.
According to reports, the amendment to the Administrative Penalty Law significantly increases the punishment for government officials who neglect to carry out conscription work. The amendment stipulates that government officials who fail to submit a list of citizens who should undergo initial military registration to the conscription office or other military registration institutions within the prescribed time limit, or fail to issue conscription notices to citizens in a timely manner after receiving notification from military departments, or fail to update military registration system information in a timely manner, will be fined 40000 to 50000 rubles, compared to the original penalty amount of only 1000 to 3000 rubles.
The amendment to this law also provides for the first time punitive measures for citizens who evade conscription. After the amendment takes effect, citizens who evade conscription medical examinations, intentionally damage or lose military registration documents will be fined 15000 to 25000 rubles. Russian citizens who fail to report to the conscription office at the designated time and place without justifiable reasons will be fined an administrative fine of 10000 to 30000 rubles.
The amendment also clarifies the responsibility of citizens to report their personal information to the conscription office. After the law takes effect, all Russian citizens have the obligation to register information such as marital status, education level, workplace, position, address, and immigration status in the conscription office, and update them as soon as the above information changes. Otherwise, depending on the severity of the situation, they will be fined an administrative fine of 1000 to 20000 rubles.
According to reports, the amendment to the law will come into effect on October 1, 2023.
