He is a member of the Communist Party of China and currently serves as the Deputy Director of the Management Committee of the Southeast Henan High tech Industrial Development Zone. He is proposed to be nominated as a candidate for county mayor.

According to public information, Shi Shengyu graduated with a bachelor's degree from Wuhan University and a master's degree from the School of Public Administration of Tsinghua University.
The official website of Wuhan University once reported that Shi Shengyu is a 2008 alumni of the World History major at the School of History of Wuhan University, and has served as the President of the 33rd Student Union of Wuhan University. In August 2012, after graduating, Shi Shengyu worked at the People's Daily and went to the frontline of grassroots and on-site news gathering multiple times.
In August 2015, Shi Shengyu was dispatched to Weidianji Village, Shaogang Town, Yucheng County, Shangqiu City, Henan Province as the first secretary.
According to reports, when villagers from this poverty-stricken village located in the Central Plains discovered that the secretary who had come from afar was a young man in his twenties, most people's first reaction was, "What can a little kid do?"

In November 2020, according to People's Daily Online, Shi Shengyu had been poverty alleviation in Yucheng County for five years. During these five years, he successively served as the first secretary stationed in Weidianji Village in Shaogang Town, Chaiwang Village in Gushu Town, and Xiguan Village in Limin Town.

In February 2021, the National Poverty Alleviation Summary and Commendation Conference was held in the Great Hall of the People in Beijing. At that time, he was the first secretary of Xiguan Village, Limin Town, Yucheng County. Shi Shengyu, the editor and reporter of the Party Construction News Office of the Political and Cultural Department of the People's Daily, was awarded the title of "National Poverty Alleviation exemplary individual" by the Party Central Committee and the State Council.
