On August 2nd, the General Office of the People's Republic of China and the Ministry of Emergency Management organized a meeting and scheduling, jointly with the Ministry of Natural Resources, the Ministry of Water Resources, and the China Meteorological Administration, to discuss and judge the situation of flood prevention and disaster relief. The video link was made to the flood prevention and disaster relief offices of provinces such as Beijing, Tianjin, Hebei, Jilin, and Henan, to analyze and deploy flood prevention and disaster relief work in key areas. According to the relevant provisions of the National Emergency Plan for Flood Control and Drought Relief, the National Flood Control Headquarters launched the Level IV emergency response for the No. 6 typhoon "Kanu" at 15:00 on August 2, issued a notice to the flood control and drought relief headquarters in Fujian, Zhejiang and the the Taihu Lake Lake Basin, and sent a working group to Zhejiang to assist and guide the typhoon prevention work.
The consultation pointed out that we are currently in a critical period and stage of flood prevention and disaster relief work. The floods in the Haihe River Basin are still evolving towards the middle and lower reaches, with a large number of over alert and over guaranteed rivers and reservoirs for flood control. Multiple flood storage and detention areas are being used, and the flood discharge and embankment defense of the river are facing significant pressure. There will be a new round of heavy rainfall in Northeast China. Some areas in Jilin, Heilongjiang and other regions will experience heavy rainstorm, and local heavy rainstorm. In addition, the complexity and uncertainty of the path of Typhoon Kanu No. 6 have further increased, and the situation of flood and typhoon prevention remains complex and severe.
The meeting emphasized the need to have a clear understanding of the extreme particularity of this year's rain and flood situation, fully implement the main responsibility of the Party Committee and the government for flood prevention and disaster relief, conduct rolling consultations and judgments, strengthen frontline supervision, promote the spirit of continuous combat, and achieve a sense of responsibility, responsibility, and diligence in defending the land. We must do a good job in flood control, rescue, and disaster relief work in the Haihe River Basin, continue to make every effort to search and rescue missing and trapped people, properly relocate and resettle disaster affected people, and accelerate the repair and repair of infrastructure such as water damaged roads, ensuring the transportation of rescue personnel and basic living conditions of disaster affected people. At the same time, we must increase our inspection and rescue efforts, and continue to strengthen the safety protection of important river sections, key reservoirs, and important infrastructure. We should base ourselves on the most unfavorable situation, comprehensively prevent and respond to heavy rainfall in the Northeast region, implement a disaster warning and response linkage mechanism that directly reaches grassroots responsible persons, strengthen emergency communication support, strengthen prevention and response to weak links, and decisively transfer people in dangerous areas in advance. It is necessary to closely monitor the development and change of typhoon, organize vessels in affected waters to return to harbor for shelter and offshore operations, and offshore fishing, rafting, and breeding personnel to go ashore to avoid risks in advance, carry out hidden danger investigation and rectification against gales, rainstorm, floods, geological disasters, and other disasters, implement flood and typhoon prevention measures for high-risk industries such as coal mines, chemicals, and nuclear power, comprehensively make preparations for typhoon landing or impact, and earnestly put the safety of people's lives and property first.
On August 2nd, the Ministry of Emergency Management, in conjunction with the National Grain and Material Reserve Bureau, urgently allocated 10000 household emergency kits to support Hebei Province in carrying out emergency relocation and resettlement work for the affected population. On the same day, the National Fire and Rescue Bureau launched a cross regional reinforcement plan for fire rescue teams, dispatching 500 fire fighters and 76 boats from the Shandong Provincial Fire Rescue Corps to reinforce Hebei. At the same time, a water rescue expert group was dispatched to Zhuozhou, Hebei to guide rescue work. The Ministry of Emergency Management guides social emergency forces to participate in emergency rescue work. As of 3:30 pm on August 2, various social emergency forces have reported to the on-site coordination mechanism of social emergency forces in Hebei Province, with a total of 1677 members from 153 squadrons, 331 rescue vehicles, and 271 rescue boats. More than 10650 people have been rescued and transported.
