Clinical key specialty capacity building refers to strengthening clinical specialty construction guided by meeting the clinical needs of major diseases, and driving the improvement of diagnosis and treatment capabilities and levels through specialty development. According to data from the National Health Commission, in the past 10 years, the central and local governments have jointly invested over 32 billion yuan to support the construction of national, provincial, and municipal key clinical specialties. Among them, there are over 2200 national key clinical specialty construction projects.
Promoting the construction of key clinical specialties to enhance the level of diagnosis and treatment
In the past decade, China has followed the construction concept of "focusing on key areas, addressing weaknesses, and strengthening strengths" to promote the construction of clinical key specialties and drive the improvement of regional medical level. Taking the service supply capacity as an example, the number of open beds for relevant specialties with inpatient services in the construction project increased by 46%, the annual outpatient diagnosis and treatment volume increased by 63%, the annual inpatient diagnosis and treatment volume increased by 69.68%, and the annual surgical volume increased by 89.88%.
National key clinical specialty construction projects should be appropriately tilted towards non provincial capital cities to ensure a more balanced distribution of medical resources. The specialties of anesthesia, critical care medicine, pathology and other platforms, as well as weak specialties such as pediatrics, emergency department, and psychiatry, have been significantly strengthened.
Significant breakthroughs have been made in key technological fields, with over 310000 new technologies and projects being developed and nearly 190000 patents applied for.
The structure of the specialized talent team has been continuously optimized. Compared with 2012, the number of specialized physicians related to construction projects has increased by 54.5%, the number of nurses has increased by 53.3%, and the number of other health professional and technical personnel has increased by 51.8%.
According to the plan, during the 14th Five Year Plan period, at the national level, we will support the construction of no less than 750 national clinical key specialty construction projects in each province, support innovation in key technology fields such as regenerative medicine, neuroscience, artificial intelligence, and biomedical science, and promote relevant specialty capabilities to enter the international forefront. At the provincial level, 31 provinces have cumulatively supported no less than 5000 provincial-level clinical key specialty construction projects. At the municipal level, 31 provinces have cumulatively supported at least 10000 clinical specialty capacity building projects at the prefecture and county levels.
Accelerate the construction of key clinical specialties in various regions
In the past decade, China has successively formulated policies such as the Interim Measures for the Management of National Clinical Key Specialty Construction Projects and the National Clinical Key Specialty Construction Plan for the 14th Five Year Plan, orderly layout and promotion of clinical key specialty construction projects, promoting the expansion of high-quality medical resources and regional balanced layout. Various regions are accelerating the construction of key clinical specialties to facilitate the treatment of difficult and severe patients.
Sichuan Provincial People's Hospital has established 13 national key clinical specialties for major diseases with high incidence rate and serious health hazards.
