To improve the elderly health system, China continuously explores the integrated medical and elderly care service model system | Health | Model
CCTV News: Faced with the intensification of population aging, China continues to improve the construction of the elderly health system, continuously explore the model of medical and elderly care integration services, and take measures such as opening elderly care centers and increasing family care beds to continuously promote high-quality medical services to reach communities and households. In April of this year, the first batch of ten elderly care centers embedded in communities in Beijing began to provide services one after another. What services can elderly care centers provide compared to hospitals and nursing homes? Can we meet the diverse medical service needs of the elderly? The reporter conducted a visit.
The reporter arrived at the Yangfangdian Community Health Service Center in Haidian District, Beijing, and walked into the elderly care center. You can see the newly renovated ward, which is bright and comfortable. There is enough space next to the hospital bed to accommodate wheelchairs, and handrails are installed on the bedside and bathroom to prevent the elderly from falling. The ward has 20 beds exclusively for the elderly, and the air cushion design can reduce the occurrence of pressure ulcers. In the public shower room of the elderly care center, the reporter noticed that it is equipped with automatic lifting shower equipment.
At present, the Yangfangdian Elderly Care Center in Haidian District of Beijing is staffed with 8 general practitioners, 3 rehabilitation practitioners and 2 traditional Chinese medicine practitioners, which can provide services such as traditional Chinese medicine, acupuncture and moxibustion, physiotherapy and massage for the elderly.

At the Gaobeidian Community Health Service Center in Chaoyang District, Beijing, the reporter noticed that the nursing station has set up electronic screens of all sizes, which can visually display the basic information, etiology and medical history of the elderly, as well as real-time monitoring data such as heart rate and blood pressure. It is also known as the "smart ward". Through this central monitoring system, the nurse station can observe the situation of the elderly in the ward in real time.
At the end of the corridor of Gaobeidian Elderly Care Center in Chaoyang District, Beijing, there is a special area for elderly rehabilitation training covering an area of over 100 square meters, which is equipped with rehabilitation equipment and physical therapy facilities such as rehabilitation bicycles and gait training steps.
It is reported that this year, Beijing allocated more than 10 million yuan at both the urban and rural levels to renovate the wards of the first batch of ten elderly care centers. In addition to the professional doctors and nursing teams owned by the community health service centers, the Beijing Municipal Health Commission also organized physicians from the general medicine, neurology, cardiovascular medicine, respiratory medicine, and gastroenterology departments of Beijing's top three hospitals to conduct regular patrols and rounds in the wards of the elderly care centers, ensuring that patients in the elderly care centers receive better treatment.

Community nursing is smooth, and patients need to go "last mile" before returning home
Since it is called an elderly care center and the wards have been renovated around the characteristics of elderly patients, what kind of elderly patients can live here? Is the cost expensive? Let's continue to watch the journalist's visit.
It is understood that the elderly care centers in Beijing mainly treat two types of patients: one is elderly people in the acute phase of chronic diseases within the jurisdiction; Another type is elderly people who have been treated and discharged from higher-level hospitals but still require professional treatment. Chen Jieying, a patient admitted to the Gaobeidian Elderly Care Center in Chaoyang District, Beijing, belongs to the second type of condition. Two months ago, Chen Jieying was hospitalized for 40 days at Peking University People's Hospital due to severe lung infection, which resulted in multiple organ failure. After treatment, Chen Jieying recovered and was informed by the hospital that she could go home, but the elderly woman's daughter made a mistake.

Chen Jieying's daughter: It has reached its discharge target, but her limbs are still very stiff, and swallowing is also difficult. Swallowing water is also very difficult, and it is difficult for us to take care of it when we go home.
It was learned that Chen Jieying's home is very close to the Gaobeidian Community Health Service Center. After being transferred by two hospitals, the elderly Chen Jieying was discharged from Peking University People's Hospital and directly admitted to the elderly care ward of the Gaobeidian Community Health Service Center. Here, multidisciplinary joint diagnosis and treatment are the main focus, while traditional Chinese medicine and rehabilitation treatment are also carried out. After a period of recuperation, Chen Jieying not only greatly improved his lung function, but also effectively controlled basic diseases such as diabetes and hypertension.
According to the Beijing Municipal Health Commission, the hospitalization expenses of elderly care centers shall refer to the "Beijing Unified Medical Service Fee Standards". Insured persons who meet the nature of Beijing's social security shall be reimbursed in accordance with the relevant regulations of Beijing's basic medical insurance reimbursement. At present, the elderly care center is still in the exploratory stage, and in the future, we will also consider payment based on bed days, package payment, and other methods to further promote the sustainable development of the elderly health system construction.

Wang Xiaoe, Executive Deputy Director of the Aging Office of the Party Committee of the Beijing Municipal Health Commission: In the next three years, ten elderly care centers will be built every year, with no less than 600 beds in these three years. We also support the construction of elderly care centers and nursing homes and stations organized by social forces, in order to meet the service needs of more elderly people in elderly care.
Beijing promotes the sinking of high-quality medical services to community households
It is understood that after the first ten elderly care centers in Beijing were put into use, there was a high demand from residents in the jurisdiction. In order to accelerate the rotation of beds, hospitalized patients undergo systematic treatment to achieve a level of self-care, and medical staff will recommend the elderly to go home for rest. At the same time, family doctors provide various professional services such as medical care and psychological comfort to the elderly.

The diagnosis and treatment volume of the elderly accounts for 55.43% of the total diagnosis and treatment volume of community health service institutions.
