Qi Xiguo stated that in accordance with the unified deployment of the Central Committee of the Communist Party of China, the Ministry of Public Security fully plays the role of the leading department and, together with relevant departments, takes effective measures to promote the comprehensive establishment of a unified household registration system for urban and rural areas, facilitate and smooth channels for agricultural transfer population settlement, comprehensively improve the level of basic public services, and make important progress in promoting the urbanization of agricultural transfer population. By 2022, 140 million agricultural transfer population will settle in cities and towns, and the urbanization rate of registered residence population will reach 47.7%.
The report of the 20th National Congress of the Communist Party of China emphasizes the promotion of a new type of urbanization centered on people and the acceleration of the urbanization of agricultural transfer population. Promoting the migration of agricultural population into cities and settling down is a key part of promoting a new type of urbanization centered on people. One is to promote the comprehensive lifting of household registration restrictions in cities with a permanent population of less than 3 million in urban areas, fully relax the conditions for settling in Type I large cities with a permanent population of 3 million to 5 million in urban areas, improve the point based household registration policy for super large cities with a permanent population of more than 5 million in urban areas, ensure that the years of social insurance payment and the years of residence score account for the main proportion, and encourage the lifting of annual household registration quota restrictions.
