The Guidelines guide various regions to timely and effectively carry out post disaster environmental sanitation cleaning and disinfection work from five aspects: ensuring the hygiene of drinking water, and disposing of environmental sanitation in villages and places. The Guidelines specify that bottled water should be preferred for household use. If bottled water is not available, it should be boiled and consumed. Do not consume any food that has been soaked in floods. Steamed food should be thoroughly heated before consumption. Affected individuals should pay attention to personal protection, especially by strengthening hand hygiene, doing well in wound care, and monitoring personal health.

Beijing is making every effort to do a good job in resettling the affected population. As of August 3rd, Mentougou District has delivered more than 549000 boxes of mineral water, bread and other life support materials to 13 streets and towns by land; 19 batches of 16657 items worth over 2.3 million yuan, including 18 types of daily necessities such as tents, folding beds, and towels, were allocated to 9 streets, towns, rescue departments, and stranded trains and buses. Continuous heavy rainfall has caused multiple areas of waterlogging and silt accumulation in Shijingshan District, Beijing. On August 4th, Shijingshan District launched a special post flood patriotic health campaign. Party organizations at all levels actively took action, coordinated with the joint construction of communities, organized party members to report to the community collectively, and helped communities affected by the rainfall to restore the environment, eliminate safety and health hazards.

The Tianjin Municipal Prevention and Control Office has issued continuous reminders regarding the transfer of personnel in the Dongdian Flood Storage and Detention Area, clarifying the completion time limit and strengthening inspections and risk elimination. The Tianjin Public Security Bureau has invested a total of 2500 frontline police officers to strengthen on-site patrol and protection, ensuring transportation and resettlement. At present, a total of 80085 people have been relocated and resettled in the city, of which 3306 are centrally resettled and 76779 are scattered. The Tianjin Disaster Reduction Office provided over 35000 pieces of disaster relief materials, including towels, blankets, and tents, to the three districts of Wuqing District, Beichen District, and Jinghai District.

As of now, 46104 permanent residents have been transferred to 52 villages in 3 townships of the flood storage and detention area in Xian County, Cangzhou City, Hebei Province; 15 centralized resettlement sites will be established, with 1103 people being resettled. The county leadership package system will be implemented to coordinate the hardware facilities, fire safety, food safety, psychological counseling, health and medical care, and conflict resolution work at the resettlement sites.

As of now, Laishui County in Baoding City has received a total of 1745 donations of bread, mineral water, instant noodles and other materials from various sectors of society, and is distributing the materials to the public in an orderly manner. In Zhuozhou City, which has been severely affected by the disaster, local residents are actively relocating and resettling. Zhuozhou City has established 57 resettlement sites. Among them, the resettlement site for the transfer of residents in Zhuozhou No.3 Middle School began to be put into use at 22:00 on August 2, and as of 10:00 on August 3, more than 4500 people have been resettled.

As of 8:00 am on August 1st, more than 200000 people from 213 villages and streets in 19 townships and 6 counties in Langfang City have completed relocation and resettlement. On August 4th, the National Development and Reform Commission issued an additional investment of 100 million yuan from the central budget to support the emergency recovery and reconstruction of infrastructure and basic public service facilities in severely affected areas of Hebei and Tianjin. As of August 3rd, insurance institutions in disaster stricken areas such as Beijing, Tianjin, and Hebei have received 143600 insurance reports.
