There are many reservoirs in the Haihe River Basin that exceed the flood limit, and the use of flood storage and detention areas is frequent. Therefore, it is necessary to be highly vigilant about the risk of dam collapse and breach during the retreat period. On the same day, the National Flood Control Administration maintained a second level emergency response for flood control in Tianjin and Hebei, and adjusted it to a third level emergency response for flood control in Beijing and Henan.
Recently, multiple rivers in Zhuozhou City, Hebei Province experienced floods exceeding the warning level. The Ministry of Housing and Urban Rural Development has established a special working group to provide on-site guidance in Zhuozhou, coordinate with Beijing Drainage Group to support the emergency drainage of waterlogging. Four large emergency drainage units and 14 vehicles arrived in the early morning of the 4th, prioritizing the drainage of important public infrastructure such as hospitals and substations, as well as large residential areas that are heavily flooded; Urgently dispatch 16 emergency water supply specialized vehicles and 52 professional personnel from the Zhengzhou and Fushun bases of the National Water Supply Emergency Rescue Center to Zhuozhou for support.
The Organization Department of the Hebei Provincial Party Committee has allocated a special fund of 30 million yuan from the management of party fees on behalf of the Provincial Party Committee to support flood prevention and disaster relief work in key areas of Hebei Province. The Department of Housing and Urban Rural Development of Hebei Province coordinated 18 mobile pump trucks, 17 emergency repair support vehicles, 9 50 kilowatt generators, and more than 60 rescue team members in the surrounding areas to carry out urban drainage rescue work, and coordinated 7 emergency water delivery vehicles to carry out emergency water delivery.
The water level of rivers in Tianjin city is gradually rising. At 12:00 on August 4th, the flood of Daqing River reached the boundary of Tianjin city. Emergency rescue teams at all levels in Tianjin have continued to invest in flood control and rescue work, implementing the reinforcement and elevation of the right embankment of the Daqing River, the left embankment of the Ziya River, the left embankment of the Daqing River, and the outer embankment of the Dongdian Flood Storage and Detention Area, as well as the dangerous section of the Jiyun Canal. At the same time, Tianjin fully supports the disaster relief work of surrounding provinces and cities, and 114 social emergency forces went to Zhuozhou to participate in the rescue.
On the afternoon of August 4th, a rescue train from Yanshan Railway Station in Fangshan District, Beijing to Shidu arrived at Shidu Railway Station. The firefighting and rescue team members urgently rushed to the scene for emergency rescue, and some local disaster stricken people were safely evacuated on the same day. At the same time, stranded passengers and local villagers in Shidu Town have also been transported out by railway.
As of 18:00 on August 4th, the national comprehensive fire rescue teams in the Beijing Tianjin Hebei region and the cross regional reinforcement of the Shandong Province fire rescue teams have participated in the disposal of 3675 dangerous situations caused by this round of heavy rainfall, rescuing and evacuating 25803 trapped people, and transporting 8.22 tons of materials.
Properly resettle the affected population
Since August 2nd, the National Disaster Reduction Commission and the Ministry of Emergency Management have urgently allocated 15000 sets of household emergency kits and 15000 pieces of central disaster relief materials such as folding beds, cotton blankets, and summer blankets to disaster stricken areas in Hebei Province, supporting the resettlement and rescue work of disaster stricken people. The relevant central disaster relief materials are being distributed in an orderly manner to the affected people.
From August 3rd to 4th, the working groups dispatched by the National Disaster Reduction Commission and the Ministry of Emergency Management rushed to the resettlement sites of the affected population in Zhuozhou Vocational Education Center and Zhuozhou Third Middle School to conduct on-site inspections and guide the resettlement work, inspect dormitories, canteens, medical points, security stations and other places, and have a detailed understanding of personnel registration, distribution of disaster relief materials, on-site volunteer management and other work situations. They reminded attention to the physical and mental health of the resettlement population, especially to strengthen health screening, monitoring, and medical rescue for the elderly, basic disease patients and other groups.
On August 4th, the National Bureau of Disease Control and Prevention issued the "Guidelines for Environmental Sanitation Disposal and Preventive Disinfection in Flood stricken Areas". The Guidelines guide various regions to timely and effectively carry out post disaster environmental sanitation cleaning and disinfection work from five aspects: ensuring the hygiene of drinking water, and disposing of environmental sanitation in villages and places. The Guidelines specify that bottled water should be preferred for household use. If bottled water is not available, it should be boiled and consumed. Do not consume any food that has been soaked in floods. Steamed food should be thoroughly heated before consumption. Affected individuals should pay attention to personal protection, especially by strengthening hand hygiene, doing well in wound care, and monitoring personal health.
Beijing is making every effort to do a good job in resettling the affected population. As of August 3rd, Mentougou District has delivered more than 549000 boxes of mineral water, bread and other life support materials to 13 streets and towns by land; 19 batches of 16657 items worth over 2.3 million yuan, including 18 types of daily necessities such as tents, folding beds, and towels, were allocated to 9 streets, towns, rescue departments, and stranded trains and buses. Continuous heavy rainfall has caused multiple areas of waterlogging and silt accumulation in Shijingshan District, Beijing. On August 4th, Shijingshan District launched a special post flood patriotic health campaign. Party organizations at all levels actively took action, coordinated with the joint construction of communities, organized party members to report to the community collectively, and helped communities affected by the rainfall to restore the environment, eliminate safety and health hazards.
The Tianjin Municipal Prevention and Control Office has issued continuous reminders regarding the transfer of personnel in the Dongdian Flood Storage and Detention Area, clarifying the completion time limit and strengthening inspections and risk elimination. The Tianjin Public Security Bureau has invested a total of 2500 frontline police officers to strengthen on-site patrol and protection, ensuring transportation and resettlement. At present, a total of 80085 people have been relocated and resettled in the city, of which 3306 are centrally resettled and 76779 are scattered. The Tianjin Disaster Reduction Office provided over 35000 pieces of disaster relief materials, including towels, blankets, and tents, to the three districts of Wuqing District, Beichen District, and Jinghai District.
As of now, 46104 permanent residents have been transferred to 52 villages in 3 townships of the flood storage and detention area in Xian County, Cangzhou City, Hebei Province; 15 centralized resettlement sites will be established, with 1103 people being resettled. The county leadership package system will be implemented to coordinate the hardware facilities, fire safety, food safety, psychological counseling, health and medical care, and conflict resolution work at the resettlement sites.
As of now, Laishui County in Baoding City has received a total of 1745 donations of bread, mineral water, instant noodles and other materials from various sectors of society, and is distributing the materials to the public in an orderly manner. In Zhuozhou City, which has been severely affected by the disaster, local residents are actively relocating and resettling. Zhuozhou City has established 57 resettlement sites. Among them, the resettlement site for the transfer of residents in Zhuozhou No.3 Middle School began to be put into use at 22:00 on August 2, and as of 10:00 on August 3, more than 4500 people have been resettled.
As of 8:00 am on August 1st, more than 200000 people from 213 villages and streets in 19 townships and 6 counties in Langfang City have completed relocation and resettlement. Each resettlement site has achieved the "Seven Haves" standard of having daily necessities, hot water, restroom, air conditioning, wireless network, medical room, and police duty room.
Hebei Province has dispatched a total of 547 mobile medical teams with over 2800 people, and 321 health and epidemic prevention teams with over 1000 people to support the medical and health security work of the people in disaster areas.
Urgently repair damaged infrastructure
On August 4th, the National Development and Reform Commission issued an additional investment of 100 million yuan from the central budget to support the emergency recovery and reconstruction of infrastructure and basic public service facilities in severely affected areas of Hebei and Tianjin. In addition to the previously arranged 100 million yuan, the National Development and Reform Commission has arranged a total of 100 million yuan for Hebei, 50 million yuan for Beijing, and 50 million yuan for Tianjin each, specifically for post disaster emergency recovery and reconstruction.
In response to the recent damage to water conservancy engineering facilities in the Beijing Tianjin Hebei region affected by Typhoon "Dusui", on August 4th, the Ministry of Finance and the Ministry of Water Resources urgently issued a central financial water conservancy disaster relief fund of 450 million yuan, supporting Beijing, Tianjin, and Hebei to seize the critical period of flood prevention and fully carry out the repair of water conservancy engineering facilities such as embankments, reservoirs, culverts, pumping stations, and river engineering in the affected areas, ensuring the implementation of various flood prevention and disaster relief measures.
To support emergency repair and disaster relief, quickly connect the communication lifeline. On August 4th, the Ministry of Industry and Information Technology organized aerial base station equipment to provide emergency communication support for the surrounding areas of Wangping Town and Tanzhesi Town in Mentougou District, Beijing. It achieved continuous 5G signal coverage for 6 hours within an area of nearly 80 square kilometers, and provided voice, SMS, and internet services to about 2400 users to meet local flood control and disaster relief command and communication needs, supporting the restoration of basic public communication capabilities.
The State Administration for Financial Regulation guides the regulatory authorities and banking and insurance institutions in disaster stricken areas to initiate emergency response in a timely manner, and conscientiously provide financial services for institutional flood prevention and disaster relief and the people in disaster areas. As of August 3rd, insurance institutions in disaster stricken areas such as Beijing, Tianjin, and Hebei have received 143600 insurance reports. Currently, 27300 cases have been compensated, with a compensation amount of 116 million yuan. From the perspective of insurance types, it mainly involves car insurance, corporate property insurance, and agricultural insurance.
On August 4th, the Beijing Branch of the China Development Bank provided financial service information such as the Development Bank's flood prevention emergency loan and post disaster reconstruction loan to various districts in Beijing, providing financial services for Beijing's disaster relief material reserve, resumption of work and production, infrastructure reconstruction, river management and other work. We have pledged an emergency loan of 500 million yuan to Wumart Technology Group, which undertakes the task of ensuring the supply of materials in the disaster area, and have fully disbursed it to support the deployment of materials in the disaster area and ensure market supply.
As of 12:00 on August 4th, 74 residential communities in Zhuozhou, Hebei Province that experienced power outages due to disasters have resumed formal or temporary power supply, with over 70% of them restored. In recent days, under the unified dispatch and command of State Grid Corporation of China, 93 emergency power generation vehicles and 200 generators have set off from surrounding provinces such as Tianjin, Henan, and Shandong to urgently assist Zhuozhou. At the same time, State Grid Tianjin, Hebei, Shanxi, Shandong, and Henan Electric Power have organized 500 emergency repair teams to provide cross provincial support, fully ensuring power supply for people's livelihoods.
