In order to maintain the airspace safety of the Hangzhou area during the 19th Asian Games and the 4th Asian Para Games, and to eliminate various illegal and irregular flight activities, in accordance with the requirements of the "Zhejiang Province Public Safety Management Regulations on Unmanned Aerial Vehicles" and the "Decision of the Standing Committee of the Zhejiang Provincial People's Congress on Authorizing Provincial and District Municipal People's Governments to Establish Temporary Administrative Measures to Ensure the Preparation and Holding of the Asian Games and the Asian Para Games", after research, the municipal government has decided to implement temporary control over "low, slow, small" aircraft and airborne objects during the preparation and holding of the Asian Games. 1、 Control objects
"Low slow small" aircraft and airborne objects mainly include unmanned aerial vehicles, airships, aviation models, etc. without onboard pilot control and self equipped flight control systems, delta wings, gliders, power parachutes, hot air balloons, unmanned free balloons, aviation models without self equipped flight control systems, Kongming lights, etc.
2、 Control time periods and regions
From 0:00 on August 8, 2023 to 0:00 on September 1, 2023, in the venue cluster area of Hangzhou Olympic Sports Center.
From 0:00 on September 1, 2023 to 24:00 on October 28, 2023, the entire administrative area of Hangzhou City will be covered.
3、 Control measures
During the control period and within the area, it is prohibited for units, organizations, and individuals to use the above-mentioned "low, slow, and small" aircraft and airborne objects for various flight and deployment activities. Except for television broadcasting, aerial photography, law enforcement, emergency rescue, meteorological observation and other flight missions that have been approved to carry out major activities in accordance with the law.
Please actively cooperate with civil aviation, sports, public security and other departments to register and manage "low, slow, and small" aircraft and their owners and users, and strictly comply with various regulations to prevent illegal flights.
