"I have a way", registered "scalpers" investigation: "You can't get on personnel | hospital | scalpers"
"Do you need a number, do you need a number..." People who have been to tertiary hospitals should have heard the voice of registered "scalpers" soliciting customers on the roadside. Against the backdrop of the current anti-corruption crisis in the pharmaceutical industry, medical malpractices such as scalpers and red envelopes have once again become the focus of public opinion.
The method of scalpers
In the Internet era, appointment and consultation have been transferred from offline to online. The elderly are not easy to operate, so young people at home have become the main force of registration, Sun Miao is one of them. Even though she has a lot of experience in number grabbing, she always focuses on the hospital's number issuing platform at the right time, but there are still a few times she can't grab the number.
At this point, she will first choose to hang up the special account issued by the hospital. As for the hospitals that the elderly often go to, the regular number costs 50 yuan, and the special number costs 300 yuan, which is expensive and cannot be reimbursed. As Sun Miao said, special needs accounts from well-known hospitals and departments are easier to grab than regular accounts, "usually just by keeping an eye on them.".
But sometimes, her family would choose to take a different path and turn to registered scalpers for help.
Outside the outpatient department of a tertiary hospital in Beijing, there is often a group of scalpers, usually consisting of a mother and son. The old lady occasionally asks passersby "Do you want a number?" After receiving a positive answer, she pulls them down in the distance and talks with the "scalper" in charge of operation.
A scalper offered her price. Choosing a deputy director, director, and well-known expert requires paying registration fees of 60 yuan, 80 yuan, and 100 yuan respectively, as well as "service fees" of 400 yuan, 500 yuan, and 600 yuan. For special accounts, starting from 1000 yuan, a deposit of 200 yuan is required in advance. She also suggested not to choose to register on weekends, as the registration fee alone is more expensive than on weekdays, and the service fee is at least 600 yuan. It's not cost-effective to leave all the money to the hospital.
"The appointment is now fully booked, and the doctor will be off work on time. If you can't hang up, I have a way to add a sign for you inside." This "scalper" is showing his chat history with the client successfully, while ensuring that he can definitely hang up this week.
In addition to the plus sign, there are also scalpers who use the patient's identity information to create a real name system to compete for a number.
A scalper mentioned that if a doctor is not specified, they can guarantee to be registered this week, while a designated doctor needs to make an appointment five days in advance. There is no guarantee of being registered this week because "competing for a doctor's account in the system may not necessarily be able to identify which doctor's account.".
Compared to the registered scalpers who wander outside the hospital to attract customers, some scalpers are more covert.
Li Yu once hung up an expert account at the "scalper" and mentioned that the scalper did not add any unfamiliar friends, but instead asked acquaintances and old customers to help make appointments. "Perhaps it was a severe crackdown," Li Yu said.
Familiar faces
During the conversation, the first "scalper" mentioned that she had been using the name of this hospital and was very familiar with its cardiovascular department. She knew which doctor treated which diseases and when to visit. "Take a look at the patient's condition, whether they want valve replacement or stent placement, heart failure or high blood pressure. You can tell me, I will select a doctor for you, send you a name and introduction, and I will arrange an appointment for you whichever one you want."
Another scalper also mentioned that if there is no designated doctor, they can recommend a doctor, and whether it is coronary heart disease or arrhythmia, they can be labeled as the corresponding doctor.
"Register with me, if you can't see a doctor, I'll take you inside to find him." The "scalper" said.
Not only are registered scalpers familiar with hospitals and doctors, but the hospital's staff are also familiar with these scalpers.
The hospital security department arranges duty personnel to stand guard and patrol outside the outpatient department, one of their responsibilities is to catch scalpers. According to the duty personnel, these people come every morning and will come the next morning after being driven away.
As for how to identify which people are registered scalpers, the on duty personnel frankly stated that they have experience, "there are only a few people back and forth.".
Hospital actions
On May 23rd this year, the National Health Commission and the State Administration of Traditional Chinese Medicine jointly launched the "Theme Activity Plan for Improving Medical Experience and Enhancing Patient Experience". The plan proposes to optimize the appointment diagnosis and treatment platform, promote real name appointment system, strengthen the management of account cancellations and cancellations, and severely crack down on "account traffickers".
At the local level, efforts to crack down on drug traffickers have also been ongoing. In August last year, the Jiangsu Provincial Commission for Discipline Inspection and Supervision urged relevant departments to form a special task force to carry out special rectification of the problem of "drug traffickers" in hospitals. At the same time, they guided the provincial and municipal health departments to dispatch disciplinary inspection and supervision teams and major hospital disciplinary inspection and supervision institutions in Nanning to strictly investigate and quickly deal with typical corruption problems of "drug traffickers" and "collusion between doctors and vendors" behind them.
In recent years, hospitals in various regions have promoted informatization and intelligence, adopting methods such as real name registration and facial recognition to help patients seek medical treatment normally, and ensuring the public and fairness of medical resources.
In addition to arranging regular patrols for duty personnel at the outpatient department, the above-mentioned hospitals are also carrying out other actions to crack down on registered scalpers.
China News Network learned from the staff responsible for answering complaints at the hospital that the hospital has been cracking down severely on registered scalpers. Firstly, it is necessary to ensure that the staff in the hospital have no relationship with the scalpers, and secondly, to ensure the ownership of the number source. The staff introduced that the hospital information center is responsible for managing the registration system and will conduct spot checks and traceability of the number source. If it is not a normal number source, there is a possibility of rejection.
In response to the disruption of medical order caused by registered scalpers, the staff suggested that if any registered scalpers are found, they can report to the police or file a complaint with the hospital. It is also emphasized that the hospital usually registers on the handheld APP and WeChat official account at 12:00 p.m., and recommends that patients register through official channels rather than third-party software to ensure registration from the source.
