A statement stated that recently, some education administrative, research departments, and schools in certain cities and counties have reported that some illegal elements have impersonated leaders of the Provincial Department of Education to release a notice to watch programs related to "The Direction of Basic Education Reform and Development in the New Era and Teacher Professional Development", requiring each unit and school to organize and arrange designated publicity activities.

In this regard, the Education Department of Hunan Province solemnly declares as follows: 1. Our department has never requested any unit or school to arrange to watch programs related to "The Direction of Basic Education Reform and Development in the New Era and Teacher Professional Development". 2. Our department's documents are distributed through the "Hunan Province Education Electronic Document Transmission System" and published on the Hunan Education Government Network. Please be vigilant and beware of being deceived in all regions, schools, and units.

Pengpai News learned from several schools in Yuhua District and Furong District of Changsha City that on the evening of August 1st, class teachers posted a reminder from the Department of Education in a parent group, stating that "recently, some illegal elements impersonated Director Guo Jianguo and requested teachers and parents of students to participate in online live course activities through Tencent Xiao'e Tongping Channel at 18:50 on August 1st. Our department has never organized such activities. Please do not trust the marketing and publicity of illegal elements to avoid being deceived." Guo Jianguo is a member of the Education Working Committee of the Hunan Provincial Party Committee, a member of the Party Group of the Provincial Department of Education, and the Chief Inspector.
Pengpai News has noticed that such situations of marketing and profit-making through the release of program watching notices by the education department have occurred multiple times in Changsha.
For example, on May 13, 2022, during the epidemic period, the homeroom teachers of multiple schools in Furong District, Changsha City forwarded an online live class on family education titled "Be the Best Parents and Cultivate Excellent Children" in their parent groups, requiring parents to enter the live room and sign in at 7:00 pm that evening. Several parents found that the live broadcast lasted for nearly 2 hours, but had nothing to do with family education. The entire process was brainwashing online course promotion, and they guided everyone to purchase 99 yuan and 199 yuan online course packages through a certain official account. A parent filed a complaint with the Education Bureau of Furong District, Changsha City on the spot, receiving feedback that it may be due to the school's administrative personnel mistakenly adding the WeChat of the illegal elements and forwarding the link. The education department did not issue a notice to watch the live course.

On May 13, 2022, illegal individuals watched the live broadcast link sent by the school.
After watching the live broadcast for half an hour, parents were asked to follow the official account and buy courses.
A homeroom teacher in Yuhua District, Changsha City, also told Pengpai News that schools often receive various notices requiring parents to watch or implement certain policies, such as preventing dental caries, refractive errors, and complying with traffic rules. "Many departments believe that it is easy to handle things through schools, and some scammers have also targeted schools as a channel. They use the guise of home school communication, family education, etc., with the ultimate goal of selling classes. Some parents even pay for it. Nowadays, there are too many scams, and parents also need to be vigilant."
