Hunan Province reported a case of "using learning for personal gain" in universities: Multiple people from Hunan University of Technology cheated on candidates in graduate recruitment | problems | grades | teachers | punishments | students | Hunan | exams

According to the Sanxiang Fengji website on July 5th, Hunan reported 8 typical cases of "using learning for personal gain" in the field of college enrollment and examination.

These 8 cases involve university academic exams, graduate enrollment exams, and "college to undergraduate" exams, among others, and multiple teachers or relevant officials have been punished.

The Hunan Provincial Commission for Discipline Inspection and Supervision stated that violations of discipline and law mainly occur in the stages of proposition marking, invigilation, score management, and enrollment and admission. Some of them accept requests from relevant stakeholders without principles, using the admission exam as a personal favor; Some of them engage in "selling scores for money" and enrollment operations by clearly marking prices, and collect "activity funds" by manipulating grades and recruiting candidates who do not meet the requirements; Some people engage in self theft, participate in and organize exam fraud to seek personal illegitimate benefits. Their behavior tramples on educational equity, damages the credibility and authority of college entrance exams, infringes on the vital interests of students, and causes adverse social impacts. This year's college enrollment and examination work has been fully launched, and leaders and faculty at all levels of universities in the province must deeply learn from the above cases.

1. Chen Jingjing, former head of the Examination Center of the Academic Affairs Office of Hunan University of Engineering, along with Peng Zhuo, former director of the Recruitment Office of the Security Office, tampered with student exam scores and illegally profited.

During the period from December 2020 to March 2021, Chen Jingjing, together with Peng Zhuo and others, used the administrator account and password of the person in charge of the operation position in the academic affairs office of the university for the purpose of illegal profit. She logged into the academic affairs system of the information management system of Hunan University of Engineering and changed the exam scores of 63 subjects for 18 students from failing to passing. In September 2022, Chen Jingjing was sentenced to five years in prison for the crime of damaging computer information systems; Peng Zhuo was sentenced to three years in prison with a five-year probation for the crime of damaging computer information systems. Chen Jingjing and Peng Zhuo were expelled from the Party and from public office.

2. Yu Jie, former deputy director of the Department of Road and Traffic Engineering at the School of Civil Engineering of Hunan City University, changed his test papers, leaked test questions, and sought personal illegal benefits.

During the period from 2014 to 2016, Yu Jie utilized the convenience of full-time teachers, exam examiners, and others to help students pass exams multiple times through methods such as changing test papers and leaking test questions, and accepting gifts from others. In December 2017, Yu Jie was punished by staying in the Party for one year, being dismissed, demoting his professional and technical position, and being transferred from his teaching position.

3. Xia Xunjia, a full-time teacher at the Information Management Department of the School of Business at Hunan University of Technology, concealed student exam fraud, tampered with exam results, and demanded money and property from students.

During the period from June to September 2018, Xia Xunjia was asked by a student to conceal and "operate" his fraudulent behavior during exams, helping him evade school sanctions and requesting money and property for his "disciplinary action" and "grade change". In December 2018, Xia Xunjia was given a serious warning within the party, his teaching qualification was revoked, and he was transferred from his teaching position.

4. Xiang Jiang, member of the Party Committee and Minister of the United Front Work Department of Hunan University of Technology, and others engaged in fraudulent behavior during the graduate enrollment examination.

During the 2019 postgraduate entrance examination at the School of Mathematics at Hunan University of Technology, Jiang Shuren was asked to engage in fraudulent behavior during the grading process, along with Jiang Wuyuan and others from the then leadership group for the postgraduate entrance examination at the School of Mathematics, to help a certain candidate obtain the qualification for graduate admission. In January 2021, Xiang Jiang and Jiang Wuyuan were respectively warned and punished within the party. The candidate's graduate admission qualification was cancelled that year.

5. Zhang Changming, a full-time teacher at the School of Marxism at Hunan University of Technology, and others have tampered with student grades.

From July 2016 to May 2018, Zhang Changming sought the attention of Yang Daichuan, a student performance manager, and Wang Yonggang, Deputy Director of the Academic Affairs and Research Office of the School of Electrical and Information Engineering, in order to help a certain candidate pass the school's college entrance examination. Yang Daichuan tampered with the scores of multiple exams in the first academic year of the candidate, and Wang Yonggang gave him "extra points" for three courses in the review of the "college to undergraduate" exam results. In October 2018, Zhang Changming was given a warning within the party, while Yang Daichuan and Wang Yonggang were respectively given serious warnings within the party.

6. Guo Wenchi, a full-time teacher at Hunan Railway Vocational and Technical College, is involved in the crime of organizing exams for cheating.

During the period from March to April 2017, Guo Wenchi took advantage of his position as a teacher and collaborated with two off campus personnel to find "gunmen" to take the exam for a group of students who wanted to enter Hunan Railway Vocational and Technical College but did not perform well. He organized cheating in the single recruitment exam held by the college and used this to collect "activity funds". In July 2018, Guo Wenchi was sentenced to eight months in prison and fined RMB 50000 for cheating in organizing exams. Guo Wenchi was dismissed from public office.

7. Huang Guojun, former Secretary of the Party Branch of the School of Environmental Art and Design at Hunan Vocational College of Arts and Crafts, and others engaged in illegal operation of the "college to undergraduate" examination for personal gain.

During the period from 2015 to 2019, Huang Guojun accepted requests from others and worked together with Zhang Songzhi, former deputy director of the Enrollment and Employment Office, and Fu Yanjin, former director of the Teaching Supervision Office and deputy director of the Academic Affairs Office. He took advantage of his position to illegally operate the "College Entrance Examination" and received gifts from others. In June 2023, Huang Guojun was severely warned, dismissed, and demoted within the party, Zhang Songzhi was severely warned within the party, and Fu Yanjin was warned within the party. The property obtained by the three individuals for violating discipline was confiscated.

8. Lv Yongliang, a full-time teacher at the Art College of Changsha Civil Affairs Vocational and Technical College, leaked test questions to relevant stakeholders.

In April 2019, during the Hunan Province Single Recruitment Comprehensive Test held by Changsha Civil Affairs Vocational and Technical College, Lv Yongliang took advantage of his position as an invigilator and opened the test paper without authorization, taking photos and sending them to a relevant stakeholder. However, the cheating was unsuccessful due to the candidate's failure to bring their phone into the examination room. In September 2019, Lv Yongliang was given a serious warning and demerit within the party.
