Since the beginning of this year, disciplinary inspection and supervision organs at all levels in Hubei Province have adhered to the principle of balancing rectification and rectification, with a clear stance of taking responsibility for those in charge, supporting those in charge, and showing their swords to those who falsely accuse. They have investigated and dealt with a number of cases of false accusations, framing, and malicious reporting, effectively maintaining a good order of petitioning and reporting, protecting the enthusiasm of party members and cadres to work and start businesses, and playing a positive role in continuously creating a clean and upright political environment. On August 14th, the Provincial Commission for Discipline Inspection and Supervision reported four typical cases.
1. Tan Mouzhai, a resident of Dazhiping Community, Dazhiping Town, Badong County, Enshi Prefecture, and Tan Mouyuan, a resident of Lvcongpo Community, Lvcongpo Town, falsely accused and framed the issue. Since September 2019, Tan Mouzhai and Tan Mouyuan have fabricated issues such as the former Party Secretary of Dazhiping Town's investment attraction, destruction of natural forests, and decoration of luxury office spaces due to their unreasonable personal demands not being met. They have repeatedly reported to relevant functional departments and disciplinary inspection and supervision commissions. After verification by the Badong County Commission for Discipline Inspection and Supervision and relevant functional departments, both individuals reported that the issues were not true and provided feedback on the verification results. The two individuals, knowing that the reported content was not true, continued to repeatedly report multiple layers and multiple sources, and publicly reported through the release of false short videos related to a certain person, causing adverse effects in society. In January 2023, the Badong County Supervision Commission transferred the clues of Tan Mouzhai and Tan Mouyuan's suspected false accusations and framing to the public security organs for legal processing. In February 2023, the Badong County Public Security Bureau found through investigation that the two individuals' related behavior constituted false accusations and framing, and imposed administrative penalties of five days of detention on Tan Mouzhai and a fine of 500 yuan on Tan Mouyuan.
2. Zou, the manager of Huangshi Branch of Zhejiang Engineering Project Management Co., Ltd., falsely accused and framed the issue. From March to April 2022, Zou fabricated false accusations of accepting bribes and gifts from others, including Wang, the Secretary of the Party Working Committee of the Xingang Logistics Park in Huangshi City, and Zhang, the Director of the Education Bureau in Xialu District, due to difficulties in undertaking business in the Xingang Logistics Park and Xialu District in Huangshi City. He changed his handwriting and wrote multiple report letters, using the names of "Chen from the Huangshi Federation of Industry and Commerce" and "a group of old cadres in Xialu District" to report to the Huangshi Municipal Party Committee, Municipal Government, and other units. After verification by the Huangshi Municipal Commission for Discipline Inspection and Supervision, it was found that all the issues reported by Zou are not true or have no factual evidence, and are suspected of false accusations and framing. In February 2023, with the approval of the Huangshi Municipal Commission for Discipline Inspection, the Daye Municipal Commission for Discipline Inspection filed a case for review on Zou's alleged false accusation and framing. In May 2023, the Discipline Inspection Commission of Daye City issued a serious warning to Zou within the party.
3. Zou, Deputy Director of the Research Department of Wuhan City Vocational College, maliciously reported the issue. Zou is dissatisfied with the selection and employment work of the college because he has not been promoted by the organization for a long time. From August to December 2021, Zou produced and instructed others to distribute 41 anonymous reporting letters to provincial and municipal disciplinary inspection and supervision agencies, the college disciplinary commission, and other personnel three times before the start of the selection and appointment work for department level cadres at Wuhan City Vocational College, during the public notice period, and after the public notice ended. He continued to report on the selected candidate Zhang's academic fraud and the college's promotion due to illness. After verification by the Discipline Inspection Commission of Wuhan Urban Vocational College, it was found that the issues reported by Zou are not true or have no factual evidence. Some of the reports contain exaggeration and distortion of facts, which seriously interferes with the selection and appointment of cadres in the college and constitutes malicious reporting behavior. The Discipline Inspection Commission of Wuhan City Vocational College, after filing a case for review, issued a serious warning to Zou within the party in May 2023.
4. Chen, a police officer from the Jianli Brigade of the Highway Management Detachment of the Provincial Public Security Department Traffic Police Corps, falsely accused and framed the issue. From June to July 2022, Chen repeatedly reported to relevant central and provincial departments under his real name that Xia, the deputy team leader in charge of personnel work of the Traffic Police Corps of the Provincial Public Security Department, engaged in illegal business activities, made inappropriate remarks, and privately developed fellow villagers' associations. After verification by the disciplinary inspection and supervision team dispatched by the Provincial Commission for Discipline Inspection and Supervision to the Provincial Public Security Department, it was found that the issues reported by Chen were not true. During verification, Chen provided a statement acknowledging that his request for job transfer was not met and intended to retaliate against Xia through a petition, threatening him to resolve his transfer issue. The content of the report was purely fabricated. Chen's behavior is suspected of false accusation and framing. In view of his active cooperation in the investigation, sincere attitude of admitting mistakes and repenting, and no serious consequences caused, and the minor violation of discipline and law, in January 2023, the Discipline Inspection Commission of the Provincial Public Security Department issued a warning to Chen.
