How were 88 missing and abducted women and children recovered? Investigation of Brother's Abduction by Huanggang Public Security in Hubei | Case | Huanggang, Hubei
On August 9, 2023, after finding his brother Ke Longfei in May this year, his younger brother Ke Yunfei was also found. After 25 years, the three brothers of the Ke family finally reunited happily in Qichun County, Hubei Province. Although their parents are no longer alive, their dream of reuniting with their family has been realized.
By 2022, under the command and support of the Ministry of Public Security and the Hubei Provincial Public Security Department, Huanggang Public Security Bureau has ranked first in Hubei Province for five consecutive years in terms of its effectiveness in combating kidnapping. It has cracked 54 cases of kidnapping, recovered 88 missing and abducted women and children, cracked down on 70 suspect, and organized 41 groups of families to identify relatives. The longest time span is 48 years.
Overcoming the backlog of cases and not letting go of the "missed fish"
"Let the separated families reunite and let the guilty traffickers serve the law, this is our common aspiration for the police officers who have abducted women. Currently, our focus is on tackling the backlog of cases of trafficking in women and children," said Wang Ziqiang, Deputy Leader of the Criminal Investigation Detachment of Huanggang Public Security Bureau.
From January 1994 to November 1995, 11 major cases of child trafficking occurred in multiple provinces including Hunan, Hubei, Henan, and Guangdong.
In December 1995, the Macheng City Public Security Bureau successfully solved the series of cases and determined that it was caused by the sympathy of Zhugui Jinhuo and Fro Aliang. Chu Guijin was quickly arrested by the police and was arrested in 1996. All 11 children were rescued, but Luo Aliang managed to escape.
On May 8, 2022, the Public Security Bureau of Macheng City sorted out the data of the trafficking cases uncovered over the years, cleared up the "fish that escaped from the net" involved in the trafficking cases, found that the suspect Luo Aliang had not been involved in the case in the dusty case files, and immediately took it as a key target to start the pursuit of fugitives.
The meticulous police found a black and white photo of Luo Aliang and conducted blood collection and sample delivery for his relatives. On June 18th, with the efforts of technical police officers from the Judicial Appraisal Center of Huanggang Public Security Bureau, the sample was successfully compared with the "three no" personnel "Zhu Haiqing" collected and stored by Fujian police in 2021. After verification, it is confirmed that it is Luo Aliang.
On June 20th, Chen Xiangyang, Deputy Instructor of the Criminal Investigation Brigade of Macheng City Public Security Bureau, led the special police officers to Quanzhou, Fujian. As a result, they rushed to Quanzhou, Fujian. The construction site where "Zhu Haiqing" once stayed had already been completed, with no buildings left, and the police had to start from scratch. By re searching for his contacts and led by a colleague surnamed Cai, the police rushed overnight to Luo Aliang's rented place in Longyan, Fujian and found out that he was nowhere to be found.
When the task force was deadlocked, on June 28th, the Quanzhou Public Security Bureau reported that after dynamic facial recognition, Luo Aliang had appeared in Nanping City, Fujian Province.
On June 29, 2022, Luo Aliang, a "fish who escaped from the net", was finally caught. At this time, he was nearly 60 years old, with white hair, only 1.5 yuan in cash, and nine moldy little Mantou and 37 cigarette butts.
Thoroughly investigate and dig, not in vain indulge in "unscrupulous human traffickers"
On March 31, 2002, a four year old Zhan Jun was abducted from Xishui County, Hubei Province. A month later, Tao Kai from Huangmei County, Hubei Province, went missing on his way out of school. "There were no cameras, no one saw him," Zhan Jun's father cried.
From March 2002 to April 2003, there were 10 consecutive cases of male child abduction in several counties and cities in southeastern Hubei Province, which were later designated as the "Hubei Southeast Series of Child Abduction Cases" under the supervision of the Ministry.
"We have never given up on these cases. The harm caused by such crimes to society and families is too great," recalled Xu Quanhua, the leader of the Cybersecurity Detachment of Huanggang Public Security Bureau. The Hubei Provincial Public Security Department organized large-scale specialized investigation teams twice in 2003 and 2006, but due to technical limitations, they were unable to identify the kidnappers or determine the whereabouts of the missing boy.
The turning point finally arrived in 2019, and Wang Ziqiang said, "We finally 'jumped' out of our DNA database with a child." In 2020, through cross age facial recognition technology, Huanggang Public Security found three missing boys. Through the relevant information provided by the foster parents, and with the joint cooperation of the police in Guangdong, Hunan, Sichuan, and Yunnan provinces, the series of child trafficking cases in southeastern Hubei have been determined to be committed by Wang Mouwen, and the case is announced to be solved.
Wang Mouwen was arrested by Sichuan police in 2014 for trafficking three children and sentenced to 15 years in prison.
At the beginning of 2021, the Huanggang Public Security Bureau restarted the trafficking case of He Mouhua, a fugitive from Qichun who had been on the run for 23 years. Although there were no photos or ID cards, the police arrested him in Quanzhou on October 25th after nearly two months of investigation and surveillance by sorting out his life trajectory, understanding his family relationships, and visiting important contacts. After arriving at the case, He Mouhua truthfully confessed the criminal facts of trafficking children Ke Longfei and Ke Yunfei in 1998, and also dug up the hidden case of trafficking the mother and son of the same village to Putian, Fujian in 1991.
Exhaust all means and never give up the "path home"
DNA comparison is the most effective way to find parents, but the prerequisite for implementing this technology is that both parents and children's DNA are in the library.
In 1991, Xiao Moulin, a native of Xishui, was abducted to Henan. Due to the lack of clues and limited technical conditions at that time, the case remained unresolved for a long time. In the 2022 "Anti Abduction" special operation, technical personnel in the special team used the reverse inference method to collect samples of Xiao Moulin's mother, two sisters, and one sister, and sent them to the DNA laboratory of Huanggang Public Security Bureau for testing. The comparison was successful with "Linzi" in Lankao County, Henan Province. After further investigation, the police confirmed that "Lin Zi" was the abducted Xiao Moulin, and then rescued him back to Huanggang.
Wang Ziqiang told reporters that Huanggang Public Security has achieved a breakthrough in anti kidnapping techniques, using "DNA reverse inference method+relevant personnel portrait comparison" to retrieve 26 missing and abducted individuals.
The waiting, searching, and longing of parents is like being grilled on a fire, especially agonizing. Recalling the time when their son was "not at home," Tao Kai's mother's eyes turned red with tears.
At the beginning of 2021, the Ministry of Public Security relied on the National Anti Abduction Data System to carry out "Reunion Action" in various parts of the country. The "Southeast Hubei Series of Child Abduction Cases" task force stored photos of the remaining six boys for cross age facial recognition once again. Soon, two boys were found, including Tao Kai, who had been missing for 19 years. His mother wept with joy.
At the same time, Huanggang Public Security also made full use of the Internet to carry out the search for relatives, released clues on various media platforms, and recovered more than 40 separated children. Among them, the search notice written by the police chief, "Sister Crys to Huang Gang Qichun's Brother Where Are You?", only took three days to gather important clues, and the siblings finally reunited after 36 years of separation.
