According to the "Interim Measures for the Administration of Medication in Basic Medical Insurance" and other relevant documents, combined with the focus of the 2023 National Basic Medical Insurance, Work Injury Insurance, and Maternity Insurance Drug Catalogue Management, today, the National Medical Insurance Administration announced the "Negotiated Drug Renewal Rules" and "Non Exclusive Drug Bidding Rules", publicly soliciting opinions from the society.
The Negotiated Drug Renewal Rules stipulate how to renew drugs that were previously included in the medical insurance catalog through negotiations after the agreement expires. According to factors such as the continuous inclusion of drugs in the catalog, the expenditure of medical insurance funds during the agreement period, and whether there have been significant changes in the market environment, the renewal rules are divided into situations such as inclusion in the regular catalog management, simple renewal, and renegotiation, and specific rules are specified for each situation.
The Non Exclusive Drug Bidding Rules stipulate that for non exclusive drugs recommended for inclusion in the medical insurance drug catalog after expert evaluation, adjustments will be made through drug bidding. Last year, when the drug catalog was adjusted, the National Medical Insurance Administration proposed for the first time the rules for non exclusive drug "bidding access".
